POST CONTEXT /ppThis is a position within the Centre for Maritime Research and Experimentation /pp(CMRE), an organization of the North Atlantic Treaty Organization (NATO). /ppCMRE is an established, world-class scientific research and experimentation facility /ppthat organizes and conducts scientific research and technology development, centred /ppon the maritime domain, delivering innovative and field tested Science Technology /pp(ST) solutions to address defence and security needs of the Alliance. /ppThe position is within the Research Division (RD) which is responsible for identifying, /ppdeveloping and delivering Science Technology (ST) solutions to the needs of the /ppAlliance in the maritime domain. /ppThe Division leads the development of CMRE’s scientific strategy and through its /ppcapability in ocean sensing, numerical modelling, big data analytics, artificial /ppintelligence and autonomy, delivers the Centre's ST goals while maintaining CMRE’s /ppreputation within the scientific community. /ppThe Research Division is comprised of the five following branches: /pp1. Antisubmarine Warfare (ASW)2. Autonomous Naval Mine Warfare (ANMW)3. Environmental Knowledge and Operational Effectiveness (EKOE) Climate /ppChange (CC) /p /pppNATO UNCLASSIFIED /ppPag /ppe2 /pp4. Data Knowledge and Operational Effectiveness (DKOE)5. Maritime Unmanned Systems Enablers (MUSE) /ppThe Scientist will be part of the Maritime Unmanned Systems Enablers (MUSE) /ppsection, responsible to support the program of work in developing and investigating /ppinnovative and cutting-edge scientific research. /ppThe expected scientific focus is the area of interoperability for Maritime Unmanned /ppSystems, specifically targeting development and validation of research-informed /ppstandards to support the deployment of Unmanned Systems throughout the Alliance. /ppThe Scientist may be assigned as Team Leader and may also be involved within other /ppprojects within the CMRE Program of Work. Under the guidance of the MUSE section /pphead the incumbent will be responsible to support CMRE’s research in /ppunmanned/autonomous vehicles and to work in close collaboration with other /ppresearchers to support the overall execution of the Programme of Work. /pp2. PRINCIPAL DUTIES /ppThe incumbent is responsible for the development of conceptual aspects for /ppcommand-and-control of Unmanned Systems, their translation into data model(s) and /pptheir subsequent implementation and validation as message sets exchanged during /pptrials and exercises. /ppThe scientist will work in close collaboration with other CMRE scientists and engineers /ppworking with unmanned and autonomous systems with the goal to develop scalable /ppand flexible solutions to enable interoperable and secure operations with unmanned /ppand autonomous systems. /ppSuch solutions will be integrated into NATO standards supporting the adoption of /ppnetworked robotic assets into military operations across the warfare areas. /ppScientific duties include the following: /pp Be able to perform, decompose and coordinate the scientific work for more /ppjunior staff and other function on the activities developed under these topics; /pp Propose (internally and to external sponsoring programs) and perform /ppspecialist research and development on all these themes, receiving guidelines /ppfrom the Project Leader and Programme Manager; /pp Plan and execute simulated and field (at sea) trials and demonstrations; /pp Plan and conduct experimentation including theoretical and data analysis, /ppproperly documenting and reporting all steps of the work; /pp Document the performed work in technical and scientific Centre reports, short /pppapers, refereed scientific journals and internal/external presentations; /pp Interact with national and international scientific establishments in order to /ppremain abreast of the latest technical and scientific principles and practices on /ppthese matters; /p /pppNATO UNCLASSIFIED /ppPag /ppe3 /pp Management activities may include: /ppo Responsibility for small teams dedicated to theoretical and experimental /ppstudies in the topics above, distributing workload and providing basic /ppproblem solving; /ppo Coordinate teams carrying experimental work at sea, on board the /ppresearch vessels or through the Centre reach-back facilities; /ppo Delivery of results according to the CMRE Programme of Work rules and /ppquality control regarding scientific content work package deliverables /ppwithin these topic areas. /pp3. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES /ppa. Flexibility Clause /ppThe incumbent may be required to perform other related duties as directed. /ppAll other related duties should correspond with the required competencies for the job. /ppb. Deployment/Travel /ppThe incumbent may be required to perform their duties onboard Centre or chartered /ppvessels. The incumbent may be required to undertake TDY assignments within and /ppc. Certification /ppThe incumbent needs to hold a fit for sea certificate in line with the International /ppMaritime Organization (IMO) and International Labour Organization (ILO) standards /ppbefore taking up duty. /pp4. ESSENTIAL QUALIFICATIONS /ppa. Professional Experience /pp Sound experience with Unmanned Systems and in particular autonomous /ppsystems and their command-and-control requirements; /pp Experience in designing, developing or supporting command-and-control /pparchitectures for Unmanned Systems; /pp Experience in the practical usage of data modelling software tools; /pp Programming: knowledge of, at least, one of the following programming /pplanguages, the knowledge of more programming languages will be considered /ppo C++ /ppo Python /ppo C# /p /pppNATO UNCLASSIFIED /ppPag /ppe4 /ppo Java /pp Solid knowledge and scientific experience in physics, mathematics, /ppengineering or related field, demonstrated by a record scientific or technical /pppublications in the fields of Unmanned Systems, software architectures, /ppcommunications engineering or related field(s); /pp Excellent documenting abilities; /pp Experience conducting scientific/technical project work within a multi-national /ppenvironment demonstrated through project participation. /ppb. Education/Professional experience /pp MSc degree in physics, mathematics, engineering or related field with a specific /ppfocus on unmanned/autonomous vehicles or related field and at least 5 years of /pprelevant post related work experience. /ppOr /pp PhD in physics, mathematics, engineering or related field with a specific focus on /ppunmanned/autonomous vehicles and at least 2 years of relevant post related work /ppexperience. /ppc. Language Requirements /ppA thorough knowledge of one of the two NATO languages, both written and spoken, /ppis essential and some knowledge of the other is desirable. /ppNOTE: Most of the work of CMRE is conducted in the English language. /pp5. DESIRABLE QUALIFICATIONS /ppA subset of the following experience requirements is desirable: /pp Experience with Enterprise Architect. /pp Deep knowledge of STANAG 4817 down to the different volumes. /pp Knowledge of data architectures to support unmanned systems operational /ppdeployments. /pp Knowledge of the NATO Standardization Agreement processes. /pp Project management certification (e.g. PRINCE2). /pp Documented experience in managing scientific projects. /pp Demonstrated ability to obtain funding for new research activities. /pp Experience to work with Navy’s and/or Defence organizations. /pp Internationally recognised member of their technical community of interest /p /pppNATO UNCLASSIFIED /ppPag /ppe5 /pp Standard Language English 4444 (Listening, Speaking, Reading and Writing). /pp6.
