The World Food Programme (WFP) is the United Nations frontline humanitarian agency addressing hunger and malnutrition worldwide. WFP tackles poverty and hunger through a range of interventions: saving lives and protecting livelihoods in emergencies; investing in the prevention and mitigation of disasters; restoring and rebuilding lives and livelihoods in post-conflict or post-disaster situations; and other interventions to tackle hunger. Each year, on average, WFP feeds more than 90 million people in over 80 countries. The vision of Supply Chain and Delivery (SCD) Markets and Retail function is “to help create and strengthen sustainable markets”. Food Assistance through local commercial sector will help boost local economy, but it will not necessarily address inefficiencies in the Market System. One of SCD’s key roles is to assess, identify and remove those inefficiencies to help improve Access, Price, Quality and Service in Markets. The Field Support Unit (SCDLS) within the Supply Chain Division Logistics Brach (SCDL) is responsible for establishing and mainstreaming the organization’s policies, procedures and systems that promote sustainable retail and market operations required to achieve Zero Hunger, both in regular and emergency operations. ACCOUNTABILITIES/RESPONSIBILITIES: 1. Provide advice and assist the team in the implementation of MSA approach and the development of practical guides and tools 2. Assist the team in the formulation of MD strategy paper, MD guides, KPIs/Impact measurement and related documents 3. Assist in the development of training materials on MSA and MD activities (including but not limited to Retail operations, creation of fresh markets, linkages with farmers and partnering with other stakeholders) and provide training to WFP staff as well as external stakeholders (i.e. market players, government, trade organizations), in order to strengthen access, assortment, quality, price and service 4. Deploy to CO’s to support the set up and implementation of MSA and MD activities including those delivered through Social Protection Programmes. Provide remote support when required 5. Assist CO’s in coordinating with field staff, local governments, NGOs, UN agencies to take a strategic and proactive approach in setting up, implementing and monitoring MD activities 6. Provide advices and guidance to CO’s on the inclusion of MD activities in their Country Strategic Programmes (CSP). 7. Coordinate the development of COs’ MD strategy, in consultation with relevant stakeholders. Recommend and coordinate implementation of the appropriate retail network to remove inefficiencies and secure best value. 8. Develop and implement pilots and be responsible for creating a learning process for Market Development strategy to be widely applicable across many countries. 9. Provide specialized and substantial support to COs to understand retail supply chains and the associated costs of various WFP modalities, including effective use of market development strategy regardless of transfer modality. 10. Support with the definition and implementation of key performance indicators to measure success and mitigate risks associated with SC Retail and Market activities 11. Carry out any other relevant duty assigned Deliverables 1. Contribute to refining MSA and MD guidance, tools and training materials to ensure they are well adapted to WFP contexts based on provided commercial business advisory 2. When deployed to CO’s, recommendations are clearly defined and followed up with detailed plan of actions, tools and guidelines. KPIs measurement approach and methodology are elaborated and trained to local teams. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: • A university degree obtained from a recognized education institution in any of the following areas: Development Studies, Economics, Agribusiness, Business Management, Finance Management, Marketing, Supply Chain or any related areas Experience: • Minimum of 10 years in senior executive positions in retail, distribution and/or manufacture • Previous experience in design of retail supply chain strategies in developing countries • Previous experience in rural development projects and/or operational aspects of commercial transactions is an advantage • Experience in collaborative work with national governments, international NGOs and/or UN agencies • Previous experience with WFP is considered an advantage; Knowledge & Skills: • Experience working in a multicultural environment • Self-driven and very strong organizational and planning abilities. • Strong conceptual thinking to develop new strategies & innovative solutions. • Self-motivated and able to work with a high degree of autonomy. • Able to interact with a broad range of stakeholders and external audience with maturity and tact. • Excellent communication/presentation skills, with the ability to develop business plans and to write and deliver presentations. • Collaborative spirit, able to partner with a wide range of people at all levels and across different cultures and to act with credibility • Sets a high-level of ambition for the project and own work to achieve impact for the hungry people we serve. • Willing to work in and travel to different field locations and challenging operating environments. and diplomacy; Languages: • Fluent written and oral communication in English (any other UN language: Arabic, Chinese, French, Russian and/or Spanish to be considered a plus) WFP LEADERSHIP FRAMEWORK WFP Leadership Framework guides to the common standards of behavior that guide HOW we work together to accomplish our mission.
