Job Description:
The function researched is the Design Organization Head of Independent System Monitoring Deputy for a large DOA holding multiple TC for Civil, Military and Dual Use Helicopters.
The selected person will be tasked to support the H-ISM and act as his Deputy in the verification of compliance of the Design Organization with the relevant requirements of EASA Part 21, AER(EP).P-21 and EMAR 21 for NH90 program, as well as the compliance and adequacy of the Design Management System, acting to comply with EASA Part 21.A.239(e) and (f) and EMAR-21.A.239(a)3.
Activities:
Definition of the inputs for the surveillance of the Engineering by System Monitoring of LH Quality System, for both internal and supplier DOA audit plans.
Collection, reporting and follow-up of audit results, in terms of surveillance program completeness and investigation issues, as findings, observations, agreed actions.
Promotion, coordination and support of the “non-audit” monitoring initiatives, like courses, workshops and continuous monitoring and improvement initiatives, held with the collaboration of Quality System and Engineering.
Supporting Authority Team Leaders for their surveillance activities on LH DOA.
Reporting feedbacks to the HDO and to the nominated managers, to ensure corrective action implementation.
Reporting feedbacks to the Authorities in the frame of their surveillance activities.
Objectives:
Support the Head of Independent System Monitoring (H-ISM) in ensuring continuous compliance of the Design Organization (DOA) with applicable regulatory requirements, including EASA Part 21, EMAR 21 and AER(EP).P-21, across Civil, Military and Dual Use helicopter programs.
Act as Deputy to the H-ISM, guaranteeing effective independent monitoring of the Design Organization in accordance with EASA Part 21.A.239(e) and (f) and EMAR-21.A.239(a)3 requirements.
Ensure the adequacy, effectiveness and continuous improvement of the Design Management System (DMS), verifying its proper implementation and alignment with regulatory obligations.
Oversee and monitor surveillance activities on Engineering processes, ensuring completeness, consistency and effectiveness of internal and supplier DOA audit plans.
Ensure timely identification, reporting and follow-up of findings, observations and corrective actions resulting from audit and monitoring activities.
Provide structured feedback to the Head of DOA (HDO), nominated managers and Airworthiness Authorities to support regulatory transparency and corrective action implementation.
Contribute to strengthening the safety and compliance culture within the Design Organization, promoting proactive, risk-based and continuous monitoring approaches consistent with aviation Safety Management System (SMS) principles.
Requirements:
Master degree in aeronautical/aerospace engineering.
Knowledge, and appropriate experience in large rotorcraft.
Deep knowledge of EASA Part 21J / EMAR Part 21J.
Good knowledge of SMS in aviation.
Good working knowledge of English and Italian.
Good working knowledge of IT tools for office use.
Ability to work in groups and to manage groups of non-hierarchically linked personnel.
Availability for short international trips.
Minimum 7 years working experience in a TC Holder DOA/ODA.
Minimum 3 years working experience in a TC Holder DOA Independent System Monitoring.
