Manages the execution of pre-commissioning, commissioning, start-up and testing. Manages, monitors and directs the Commissioning Team consisting of commissioning engineers, technicians, O&M personnel, different contractors and vendor support personnel;
Provide support during system and equipment handover and acceptance from the Construction Team including system inspection and punch list generation.
Defines the system priority hand over list from Construction to Commissioning;
Coordinates, manages and monitors all efforts of the different stakeholders needed to work collaboratively on the plant start-up and commissioning activities (internal resources, key equipment vendors, binary plant contractor(s), connection assets contractor, FCRS contractor, NGCP and others). Organize and facilitate coordination meetings to address and resolve issues;
Supervises, coordinates, reviews and approves the preparation of the pre-commissioning, commissioning, start-up and testing procedures as well as the corresponding pre-commissioning and commissioning execution plans and schedule;
Coordinate with all parties involved to create and set the standard tools and protocols to be used to gather, track and assess information obtained during plant start-up and commissioning activities;
Ensures that the plant start-up, testing and commissioning works are performed in a standardized method and findings/results are documented in a defined and agreed format;
Ensures up to date files and records are maintained. Ensures the preparation of final reports and certificates;
Ensures compliance with applicable environmental, interconnection, transmission rules, regulations and standards;
Monitors the commissioning task schedules, provides schedule progression updates and proactively identifies schedule constraints and defines/coordinates remedial actions to rectify the constraints;
Prepare systems for final inspection and hand over to Operations and Maintenance team after commissioning works are completed; Supervises, coordinates, reviews and approves the preparation of the Operation and Maintenance manuals;
Report to the Project Manager on issues regarding commissioning, start-up schedule and progress;
Perform other duties as assigned or requested Contractors.
Perform other project related works as maybe necessary.
