Telecommunication Program Manager, Network Delivery Team

The Network Delivery team is responsible for designing, building, and scaling telecommunications infrastructure to support Amazon’s Fulfillment infrastructure in a fast‑paced, dynamic work environment.
We are seeking a Technical Infrastructure Program Manager to manage the design, acquisition and deployment of telecommunications services to support scaling and development of the Fulfillment Center Networks. This role requires market knowledge to develop operationally stable, scalable, yet frugal market strategies. You will work with customers, stakeholders, and peers to develop project ideas into plans, balancing requirements. You actively participate in design reviews, operational reviews, architecture discussions, and team planning, focusing on operational excellence, problem identification, and solution proposal.
You are responsible for managing WAN infrastructure technology programs, which may require modification from defined templates to meet program goals. You work independently, seeking guidance as needed, and partner with other infrastructure teams to deliver cross‑functional infrastructure build projects. You work directly with vendors, customers, partner teams, and engineering teams. You have a solid understanding of the business problems, workflows, technologies, automation/tools, and the inter‑dependencies that pertain to telecom programs. You make connections—people or technologies—and ensure the right participants are part of the conversation. You prevent or mitigate consequences of poor WAN infrastructure build decisions, partner with technical managers to set priorities, milestones, and drive delivery, define success metrics and support documentation such as PR/FAQs, OP1‑2 efforts, and narratives. To meet timelines and minimize disruption to builder teams, you manage the overall schedule, mitigate risks, and keep scope under control. You own program communication, accelerate progress through crisp decisions, clear blockers, and escalating appropriately. You may apply process improvement methodologies such as Agile, Lean, Kaizen, or other approaches. You plan for unexpected changes, ensuring upstream and downstream systems are not broken by updates, and deliver projects that are maintainable and prevent key individuals from wearing out. You look for opportunities to incorporate needed system quality and operational excellence improvements into project plans.
Key Job Responsibilities
Serve as an interface for the entire lifecycle (order, budget, and tracking) of wireless, voice, and data circuits.
Obtain circuit quotes based on validated customer requirements.
Deep dive and define infrastructure requirements and dependencies for mature technical products.
Ensure circuit sizing, installation, and augmentation processes meet and comply with all Amazon policies and guidelines, specifically IT, Engineering, and Information security.
Manage projects, identify risks, and communicate them effectively to stakeholders.
Ask the right technical questions to ensure appropriate trade‑offs for delivering infrastructure builds.
Make trade‑offs: time vs. scope vs. cost; clear blockers by defining problem‑solving and risk mitigation strategies; accelerate progress by driving timely decisions.
Adapt infrastructure builds to varying scenarios.
Work across teams, influence customers, roadmap priorities, decisions, and engineering processes, and influence external entities and vendors.
Facilitate conflict resolution across the full project cycle in disparate geographic locations.
Generate and deliver consolidated status reports for IT leadership and stakeholders.
Achieve multiple team goals and program‑related metrics, impacting a region.
Attend and actively participate in vendor quarterly business reviews across the EU.
Improve project and process efficiency.
Optimize cross‑team processes to enhance efficiency and delivery.
About the Team
The OpsTech Networking Edge team builds the edge network infrastructure that powers Amazon fulfillment centers, transportation sites, and grocery operations worldwide. The team handles WAN connectivity, SDWAN architecture, circuit availability, and edge security across 3,700 Amazon sites globally.
Basic Qualifications
Experience leading cross‑functional projects and managing large, complicated programs.
Experience in infrastructure architecture, database architecture, and networking.
Experience working across teams and influencing teams that are not your own.
Experience in written and verbal communication skills to convey information to technical and non‑technical audiences, including senior leadership.
Experience in Project/Program management.
Bachelor's degree in Computer Science, Engineering, a related technical field or equivalent.
Preferred Qualifications
Experience leading complex, large‑scale, IT, technical, or engineering programs.
Experience working with and managing third‑party vendors.
Experience defining program requirements and using data and metrics to drive improvements.
Experience implementing process improvements.
Experience in program management, logistics, operations, transportation, learning, or a related field.
