TitleAnalyst (Modelling & Simulation)Posting InformationNATO Body: ACO/Headquarters Allied Joint Force Command Naples (JFCNP)Location: Naples, Lago Patria (ITA)Grade: A2/G15Security Clearance: NATO SECRETPost Number: OJS OAAX 1030BackgroundHeadquarters Allied Joint Force Command Naples serves as a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO) to the Maximum Level of Effort (MLE). It supports NATO's three core tasks at the Joint Operational level, coordinates with Single Service Commands, integrates allocated forces, and synchronises activities to achieve operational objectives.The Operations Directorate directs, monitors, assesses and coordinates operational staff functions. The Joint Assessment Division leads continuous monitoring, measurement and assessment of progress towards decisive conditions. The Campaign Assessment Branch monitors campaign progress towards mid‐term objectives and the operational end‐state across the PMESII engagement space.Within the Campaign Assessment Branch the incumbent develops models and simulations that enable operations research, wargaming and analytical studies to support data‐driven decision making during planning, execution and assessment of joint operations.DutiesDevelop or acquire models and simulations for analytical studies that support operational planning, execution and assessment of joint all‐domain operations.Collaborate with the Branch Head to determine how modelling and simulation can support the work of the Joint Assessment Division and other divisions within the HQ.Develop and execute computer models to simulate real‐world processes and systems, ensuring accuracy and reliability.Analyse and interpret simulation data to identify patterns, trends, and insights that aid decision‐making and problem‐solving.Apply statistical analysis methods and experimental design principles to validate and refine simulation models.Prepare reports and presentations to communicate findings, recommendations and potential improvements based on simulation results.Work closely with operational analysis, wargaming and data science teams to determine modelling and simulation requirements and develop them accordingly.Create written, non‐technical reports and briefings for military audiences on analytical findings and model application.Identify JFCNP requirements and develop implementation plans for NATO's Next Generation Modelling and Simulation capability.Build and maintain a network of modelling and simulation professionals within NATO, member nations, industry and academia.Implement and maintain best practice for management of models and simulations in accordance with NATO policies, standards and procedures.Participate in NATO Science and Technology Research groups and lessons‐learned processes to ensure continual improvement of modelling and simulation capability.Contribute to project teams or working groups as directed or assigned.Special RequirementsPerform similar duties elsewhere within the organisation at the same grade without change to the contract.Undertake TDY assignments within and outside NATO boundaries and be willing to work unsocial hours.Undertake deployments in support of military operations and exercises, with durations up to 183 days within any 547‐day period, potentially on short notice.Work in a normal NATO office environment; normal working conditions apply.Risk of injury categorized as no risk or may increase when deployed.Essential RequirementsEducationUniversity degree in operations research, military operations research, mathematics, statistics, computer science, business administration, engineering, economics, public administration, business process engineering or a related numerate discipline with at least 2 years of function‐related experience.OR higher‐secondary education with advanced vocational training leading to a professional qualification or accreditation and 4 years of post‐related experience.ExperienceProven professional experience conducting operational analysis/operational research for complex operational problems.Proven experience developing or applying models and simulations to provide insights for military operational considerations or civilian decision‐making involving resource allocation.Experience with systems modelling languages such as SysML.Experience with simulation software such as Simio, Simul8, FlexSim, AnyLogic, VenSim, STORM, JTLS or similar.Experience with programming tools such as Matlab, C++, Python or similar for data manipulation and model development.LanguageEnglish – SLP 3333 (Listening, Speaking, Reading and Writing) as per NATO standards.Desirable QualificationsExperience briefing and communicating analytical and simulation products to senior military and civilian staff.Publications on simulation in refereed academic journals in SCI.Knowledge of military joint and/or combined operations at operational and/or tactical levels.Experience in automation of data‐management processes and instruments.Experience applying models and simulations within military wargames.Experience with military simulation tools such as JTLS, AFSIm, etc.Experience manipulating large data sets.Education and Training (Desirable)Graduate degree or PhD in Operations Research, Computer Science, Applied Mathematics or Industrial Engineering.Graduate or postgraduate level courses in simulation and experimental design.Course: ETE‐MS‐21732 – NATO Modelling & Simulation Basic Course.Contract & CompensationThree‐year definite‐duration contract within the Project‐Linked NATO (PLN) Agenda 2030.Basic entry‐level monthly salary for a NATO Grade 15 (A‐2) in Italy: €5,879.80, adjustable with allowances. Approximately 20 % is withheld for pension and medical insurance contributions.This post reports to Branch Head (Campaign Assessment) – OF‐4 (OJS OAAX 0010).Security Clearance and Medical RequirementsA NATO security clearance and approval of the candidate's medical file by the NATO Medical Adviser are essential conditions for appointment. Applicants do not need to possess a clearance at the time of applying, but must be eligible for one.
