Summary
Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and in coordinating work activities to meet established schedules and goals. Duties include specific tasks within seven areas of responsibility :
1. GIS system and database design / creation and maintenance
2. Project coordination
3. Client services
4. Geo-spatial product production
5. Unmanned Aerial Systems (UAS) operations
Workload ranges from moderate to heavy. The scope of work is Tribal-wide, possibly extending to other tribal, state, and federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, or military organizations. This position reports directly to the Tribe's IT / GIS Manager. Work involves both office and field activities, including weather-dependent outdoor work, vehicle travel, and occasional lifting of equipment up to 70 lbs.
Duties and Responsibilities
* Coordinate technical GIS projects, plan and organize work, report progress, and implement changes as needed.
* Design, create, and maintain the Tribe’s Enterprise GIS System, data, and software.
* Assist in data backup and security, ensuring protection from malware.
* Manage enterprise GIS databases, including SQL Server and GIS-specific file databases.
* Assess and procure new data needs.
* Perform advanced raster and vector GIS analysis.
* Produce high-quality maps, reports, and GIS products.
* Develop project-specific GIS applications or customize existing ones.
* Implement quality control measures for projects and products.
* Provide technical support to GIS staff and users.
* Develop and deliver GIS training sessions and present at workshops and conferences.
* Evaluate new GIS technologies.
* Manage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing.
* Assist with GIS product recommendations and budget planning.
* Participate in staff recruitment and evaluation.
* Attend professional development events.
* Manage grants related to GIS projects.
* Supervise GIS team members in the absence of the GIS Manager.
* Perform other related duties as assigned.
Qualifications
* Support the Coeur d’Alene Tribe’s vision, mission, and values.
* Comply with Tribal health policies, including vaccination requirements.
* Bachelor’s degree in GIS or a related field, with at least four years’ experience in GIS and enterprise database management; a total of six years’ relevant experience if combining education and work experience.
* Proficiency with Microsoft Windows Server and desktop OS.
* Knowledge of Microsoft SQL Server, Esri Geodatabase, ArcGIS data models, and Esri software including ArcGIS Desktop and Enterprise.
* Experience with GIS mobile applications and raster data management.
* Proficiency with Microsoft Office Suite.
* Strong understanding of GIS principles, spatial analysis, remote sensing, and cartography.
* Knowledge of GPS data collection and geospatial metadata standards.
* Experience with CAD and graphic editing software such as Adobe Photoshop.
* Experience with UAVs, including flight planning, data processing, and FAA regulations, with the ability to obtain FAA Part 107 certification.
* Knowledge of habitat conservation, land management, and GIS applications in natural resources.
* Strong research, communication, and problem-solving skills.
* Ability to manage multiple projects and work independently and in teams.
