ORGANISATIONAL CONTEXT:
The Economic & Markets Unit in the Food Security and Nutrition Analysis Service of the Analysis, Programme Division (PRGF) of the World Food Programme (WFP) seeks to fill an economist position, which will be based at the Headquarters of the United Nations World Food Programme in Rome, Italy.
The PRGF Service in WFP Headquarters leads WFP’s food security analysis, supporting a large network of analysts in Country Offices (COs). Food security analysis is a cornerstone of the organization’s work. It provides WFP, governments and partners with the essential information to identify populations in need and target the most appropriate type and scale of interventions as well as with the necessary knowledge to inform policy decisions and advocacy efforts. Analyses span emergency assessments, in-depth household surveys, food security monitoring, early warning and forecasting, spatial analysis and economic and market analysis.
PRGFE leverages economic analysis to support operational decision-making and evidence-driven advocacy. The unit provides tools, guidance and support to WFP COs to enhance their capacity to monitor food prices, assess markets, analyze essential needs and adjust programmes in contexts of economic volatility, ensuring that interventions are both timely and effective. PRGFE further monitors economic trends and risks, analyzes food security implications of global economic shocks and runs scenario simulations, based on cutting-edge economic research.
The job holder will use experience in delivering strategic projects and working with complex subject matter to analyse data, prepare material, identify opportunities for improvements and support the management of the project. The incumbent will also develop a cost recovery model for IDM.
ACCOUNTABILITIES/RESPONSIBILITIES:
Cost Recovery
Develop and implement a common framework for understanding and classifying costs associated with IDM, liaising with impacted divisions, departments and Corporate Finance (FIN). Maintain and further develop the cost recovery model(s) that are consistent with guidance from the FIN led cost recovery project. Support the socialisation of the model(s) with country offices, regional bureaux and headquarter divisions.
Project Delivery
Lead on workstreams under the direction of the IDM project coordinator that will contribute to the shaping of the IDM entity such as conducting research on other UN agencies engaging in similar initiatives, identifying required capabilities, drafting ToR and supporting interviews with candidates for the entity. Serve as a member of the IDM Steering Committee secretariat, preparing documents, securing inputs and disseminating outputs presentations and documents.
Other
Perform other relevant duties as required. Provide economic expertise to policy and design workstreams in PRGFE, in particular on why and how to do cash transfers in contexts of economic volatility and why and how to engage with Central Banks where WFP is doing cash transfers for promoting digital financial inclusion and women’s economic empowerment.
QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education: Graduate or post-graduate qualifications in international relations, political/economic science, business administration or their equivalent.
Skills & knowledge:
- Minimum of three years of relevant professional experience in strategy consulting and/or the international public sector.
- Familiarity with strategy, planning and project development.
- Possess a combination of strong problem-solving and analytical skills, with knowledge and experience in finance and/or budget functions, including knowledge of WFP’s budgeting process and creating new business functions. He/She should be organised, flexible and comfortable with working with senior actors and to tight deadlines.
- Comfortable operating with complex data sets both to develop cost recovery models and to present key information for consumption by senior audiences.
Languages: Fluency (level C) in English language.
