The Global Partner Countries Division (GPC) supports organization-wide efforts to meet resource needs through engagement with governments and public sector institutions. The Thematic Team, established in 2021, advances WFP’s climate, resilience, social protection, and nutrition portfolio through strategic fundraising for development activities, requiring a different approach than humanitarian fundraising.
Organizational Context
WFP seeks to fill the position of Government Partnerships Officer for Social Protection, based at Headquarters in Rome, Italy.
Job Purpose
WFP relies on voluntary contributions to fund its projects. Building relationships with public sector fundraising partners is crucial for supporting projects that impact millions globally.
Fundraising in the social protection domain is gaining momentum following WFP’s Strategic Plan approval. This involves targeted strategies and cross-departmental collaboration, requiring expertise in social protection financing.
Responsibilities:
1. Implement a government donor engagement work plan on social protection to identify and strengthen partnerships aligned with WFP’s strategic goals. Facilitate joint actions like discussions, events, and publications.
2. Position WFP’s value proposition with partners in social protection, develop tailored engagement materials, and support policy dialogues at national and global levels.
3. Guide units, regional bureaus, and country offices on partnership strategies, proposal writing, and best practices. Update social protection portfolios and funding needs.
4. Maintain donor intelligence on social protection and promote organizational use of key information systems.
5. Coordinate the Social Protection Trust Fund, ensuring donor relations and reporting are managed effectively.
6. Manage the social protection partnerships portfolio, including partner profiling, data analysis, and outreach planning to expand collaboration opportunities.
7. Support corporate dialogue with partners, providing strategic insights, briefs, and recommendations to senior management.
8. Assist in designing partnership proposals, negotiations, and agreements, ensuring partner visibility and compliance.
9. Support WFP’s positioning with national governments and international institutions, based on socio-political insights and donor interests.
10. Perform other duties as required.
Qualifications and Experience:
Education: Advanced degree in International Development, Economics, International Relations, Social Protection, or related fields.
Experience: At least 8 years in partnership roles, with expertise in social protection policy, financing, and programming.
Knowledge and Skills:
* Experience in developing multi-stakeholder partnerships and advocacy events.
* Proven ability to build long-term relationships across sectors and geographies.
* Resource mobilization, negotiation, and proposal development skills.
* Data-driven decision-making and stakeholder communication expertise.
* Experience with system improvements and partner intelligence platforms.
Languages: Fluency in English (C level). Knowledge of Spanish, French, or Arabic is an asset.
