Position : Senior GIS (Geographic Information Systems) Analyst / GIS System Manager Location : Plummer, ID Job Id : 2022.027R Openings : 1 Senior GIS (Geographic Information Systems) Analyst / GIS System Manager (GIS Analyst, GIS Systems Manager) Type : Permanent Full-time Classification : Technical Summary Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and in coordinating work activities to meet established schedules and goals. Duties include specific tasks within seven areas of responsibility: GIS system and database design / creation and maintenance Project coordination Client services Geo-spatial product production Unmanned Aerial Systems (UAS) operations Workload ranges from moderate to heavy. The scope of work is Tribal-wide, potentially including other tribal governments, state and federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, state agencies, or military organizations. The position reports directly to the Tribe's IT / GIS Manager. Work includes office, outdoor, and vehicle settings, often in challenging weather and terrain. Field work may involve GPS and UAS equipment in remote areas, with occasional lifting of equipment up to 70 lbs. Responsibilities Coordinate technical GIS projects, manage resources, plan and organize work, report progress, and implement improvements Design, create, and maintain the Tribe’s Enterprise GIS System, data, and software Assist in data backup and security, including protection from ransomware Manage enterprise GIS databases, including SQL Server, Esri geodatabases, shapefiles, and Access databases Assess and procure new data as needed Perform advanced raster and vector GIS analysis Create cartographic maps, reports, imagery, and GIS products Develop GIS applications and customize software as needed Implement quality control measures for projects and products Provide technical support and training to GIS staff and users Evaluate new GIS technologies and services Manage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing Oversee UAV flights within Tribal lands in compliance with regulations Download, geotag, and process imagery into raster layers; manage imagery library Assist with GIS product recommendations, budgeting, and staff recruitment Participate in professional development and grant management Supervise GIS team members and perform other duties as assigned Qualifications Support the Coeur d’Alene Tribe’s vision, mission, and values as per CdA Resolution 015(2020) Comply with health policies, including annual flu vaccination Bachelor’s degree in GIS or related field plus at least four years’ experience; total applicable experience and education should be at least six years Proficiency with Windows Server, Windows OS, and Microsoft Office Suite Knowledge of SQL Server, Esri geodatabases, ArcGIS software, and GIS programming languages (Python, SQL, .NET, HTML, JavaScript) Experience with GIS peripherals, mobile apps, raster data, and digital imagery Experience with UAVs, flight planning, and post-processing software such as Drone2Map Understanding of FAA regulations and ability to obtain FAA Part 107 license Knowledge of GIS applications in habitat conservation, land management, and natural resources Strong research, presentation, problem-solving skills, and ability to manage multiple projects Applicants may undergo interviews and practical tests.
