The Finance Division (CSF) recommends and administers financial policies and procedures, keeps accounts, prepares reports and ensures that the Organization's financial resources are securely kept and productively employed. /ppThe post is located at FAO headquarters in Rome, Italy, in CSF's Treasury and Banking Operations Branch (CSFT), which manages the Organization's liquidity and oversees investment portfolios and banking operations. /ph3Reporting Lines /h3pThe Financial Legal Support Officer reports to the Senior Finance Officer Head of Treasury and Banking. /ph3Technical Focus /h3pProvide procedural advice to ensure efficient and effective investment payment and banking services and support the contracting activities of the Treasury and Banking Operations Branch in compliance with the relevant FAO rules and regulations. /ph3Key Results /h3pEnsure that treasury and banking operations activities comply with FAO's established policies, procedures, and rules and reflect best practice. /ph3Key Functions /h3pProvide advisory support on legal aspects related to banking, investment or payment processes, liaising with the Legal Office as appropriate. /ppParticipate in meetings with financial counterparties to assist in the negotiation of contractual terms and conditions. /ppDraft complex contracts, reviews investment payment and banking agreements, formulate special legal provisions and draft formal letters that may have legal implications. /ppDraft guidelines, documents and communications relevant to treasury and banking operations around legal matters and risk mitigation. /ppPrepare reviews of specific financial regulatory changes which may impact the Treasury and Banking Operations Branch. /ppAssist in the initial review of financial contracts before submission for legal clearance. /ph3Minimum Requirements /h3pAdvanced university degree (Master's degree or equivalent) in law with an emphasis on commercial contract law; or first level university degree in law combined with an additional two years of relevant work experience and completion of professional qualification to practice law in a national jurisdiction. /ppFive years of professional legal experience in commercial contract law, including at least two years in finance, banking, asset management or financial services. /ppWorking knowledge (proficiency level C) of English and intermediate knowledge (level B) of one of the other official FAO languages (Arabic, Chinese, French, Russian, or Spanish). /ph3Competencies /h3pResults Focus, Teamwork, Communication, Building Effective Relationships, Knowledge Sharing and Continuous Improvement. /ph3Technical / Functional Skills /h3pExperience in more than one location or area, especially in field positions, is desirable. /ppExperience within international institutions (central banks, multilateral entities, sovereign funds, banks, insurance companies, asset management firms). /ppExperience in advisory support in commercial contract law, finance, banking, asset management, and drafting procurement procedures, solicitation documents and contractual instruments. /ppDemonstrated experience drafting complex contracts with substantial legal content in English. /ph3General Information /h3ulliExtension of fixed-term appointments is based on certification of performance and availability of funds. /liliFAO reserves the right not to make an appointment. /liliAppointment will be subject to certification that the candidate is medically fit, meets accreditation, visa and security clearance requirements. /li /ulh3Conditions of Service /h3pA competitive compensation and benefits package is offered.
