Ph3Organizational Setting /h3 pFAO’s Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the organization. /p pThe Strategy and Policy Team Branch (CSHP) develops and drafts strategy-related documents and policies in human resources management; coordinates consultations with internal stakeholders on actions to develop and implement HR policies; determines proper interpretation of policies, and human resources related Staff Regulations, Staff Rules and Administrative Manual sections falling under its mandate; provides guidance and support to the HR servicing functions in the Shared Service Centre (SSC) and the Regional Offices. /p pThe assignment is located within CSHP. /p h3Reporting Lines /h3 pThe Specialist reports to the Human Resources Officer (Administrative Law and Workplace Relations). /p h3Technical Focus /h3 pHR policies relevant to international organizations, employment law and international administrative law. /p pComprehensive HR advice to managers and staff, and support to the Human Resources Officer (Administrative Law and Workplace Relations), the Human Resources Officer (Policy), the Senior Human Resources Officer (Chief CSHP), and the Director, Human Resources Division as necessary on disciplinary cases, performance matters, and policy development. /p h3Tasks and responsibilities /h3 ul liReview requests for, and provide, HR advice to managers and other personnel on workplace relations issues including performance management, recommendations for non-renewal or termination of contracts, and interpretation of policies regarding benefits and entitlements. /li liLiaise with the Office of the Inspector-General (OIG), Ethics Office, Ombudsperson, the Legal Office and the SSC on disciplinary or other complex cases of unsatisfactory conduct. /li liReview and prepare memoranda and other communications in cases of unsatisfactory conduct. /li liResearch relevant FAO rules, regulations and policies on HR matters. /li liAssist in the preparation of policy and position papers, as well as briefing notes, on complex administrative HR matters. /li liAssist in the review and development of HR strategies and policies, particularly in the areas of sexual harassment, harassment and abuse of authority. /li /ul pbCANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING /b /p h3Minimum Requirements /h3 ul liAdvanced university degree in Law, Administration or Human Resources from an institution recognized by the International Association of Universities (IAU/UNESCO); OR Bachelor’s degree from an institution recognized by the International Association of Universities (IAU/UNESCO) and a post-graduate professional qualification in Law; candidates with only a Bachelor's degree who do not have an advanced university degree or professional qualification in Law would need two additional years of relevant professional experience. /li liAt least five years of work experience in the field of Law, of which at least two years should be in reviewing and advising on administrative and/or employment law matters, and at least one year with an international organization. /li liWorking knowledge (Level C - proficiency) of English. /li /ul h3FAO Core Competencies /h3 ul liResults Focus /li liTeamwork /li liCommunication /li liBuilding Effective Relationships /li liKnowledge Sharing and Continuous Improvement /li /ul h3Technical/Functional Skills /h3 ul liExperience in administrative and employment law, including working on disciplinary, performance management and complex individual administrative law cases at the international level. /li liExperience in development and implementation of human resources strategies, policies and procedures. /li liKnowledge of another FAO language would be an asset. /li /ul /p #J-18808-Ljbffr
