Head of Field Office
Organizational Setting and Work Relationships
The position is under the direct supervision and guidance of the Representative / Head of Sub-Office on issues concerning programme, protection, external relations, etc. Advice and operational support may also be received from other senior staff and support units at the Branch Office and from the Bureau at Headquarters.
All UNHCR staff members are accountable for performing their duties as reflected in their job description, within their delegated authorities, and in line with the regulatory framework of UNHCR, which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies, Administrative Instructions, and relevant accountability frameworks. Staff are also expected to discharge their responsibilities in a manner consistent with core, functional, cross-functional, and managerial competencies, as well as UNHCR's core values of professionalism, integrity, and respect for diversity.
Duties
* Monitor and report on the implementation of refugee conventional responsibilities and international obligations of the local authorities vis-à-vis the population of concern to UNHCR within the Area of Responsibility (AOR).
* Advocate and promote UNHCR standards concerning the treatment of persons of concern.
* Ensure that the basic needs of the concerned population are properly assessed with the participation of beneficiaries, host governments, implementing partners, and UNHCR.
* Plan, formulate, and budget assistance projects as per the UNHCR programme cycle; upon approval, ensure the timely implementation and monitoring of assistance activities.
* Manage UNHCR resources—human, financial, and material—for the wellbeing of the population and staff.
* Ensure all security measures of UNHCR office and residential compounds are up to date; report any security breaches or threats immediately.
* Maintain staff welfare, working, and living conditions at satisfactory levels within operational constraints.
* Guide, coach, and advocate for subordinate staff to uphold high standards of conduct and behavior.
* Prepare and submit regular reports to the UNHCR Representative/HoSO, recording significant communications and actions.
* Perform any other duties or functions as delegated by the UNHCR Representative to meet organizational service levels.
* Represent UNHCR in inter-agency forums and with local authorities within the AOR.
* Enforce compliance with UNHCR's policies and standards across protection, programme, finance, HR, and security sectors.
* Submit project proposals for assistance to refugees and persons of concern in coordination with local authorities and NGOs.
* Perform other related duties as required.
Minimum Qualifications
Education & Professional Work Experience
Years of Experience / Degree Level
For P1 / NOA - 1 year relevant experience with Undergraduate degree; or no experience with Graduate or Doctorate degree.
Field(s) of Education
* Business Administration; Economics; International Relations; Law; Political Science; or other relevant fields.
Certificates and / or Licenses
* HCR Managing Operations Learning Program
Relevant Job Experience
* Applied knowledge of protection principles, operational arrangements, standards in relation to protection, assistance, UNHCR office management, and staff administration.
* Working experience both in HQ and the field.
