Within GPC, the Thematic Team was created in 2021 to advance WFP’s climate, resilience, social protection, and nutrition portfolio through more systematic and strategic fundraising for thematic and development activities, which requires a different approach than fundraising for WFP’s humanitarian work. /ppbORGANIZATIONAL CONTEXT /b /ppWFP is seeking to fill the position of Government Partnerships Officer for Social Protection, based in the Global Partner Countries Division at Headquarters in Rome, Italy. /ppbJOB PURPOSE /b /ppWFP relies entirely on voluntary contributions to finance its projects. Relationships with fundraising partners from the public sector are pivotal in supporting WFP projects that save and change the lives of millions of people around the globe. /ppFundraising for the thematic agenda from development partners is gaining increasing momentum following the approval of WFP’s Strategic Plan. Such fundraising requires a targeted, cross-departmental strategy that demands specific knowledge and skills, particularly in social protection financing. /ppbKEY RESPONSIBILITIES: /b /polliLead the implementation of a government donor engagement work plan on social protection to identify, develop, and strengthen partnerships supporting WFP’s strategic objectives. This includes identifying common agendas with government donors and organizing joint actions such as thematic discussions, events, and publications. /liliPosition WFP’s value proposition in social protection with partners, develop tailored donor engagement materials aligned with policy dialogues at national and global levels, and support coherent partner engagement across the organization. /liliGuide functional units, Regional Bureaux, and Country Offices on partnership strategies, proposal writing, partnership management, and best practices. Update social protection programming portfolios and funding needs. /liliMaintain updated donor intelligence on social protection and promote the use of key information systems within WFP. /liliCoordinate the Social Protection Trust Fund, ensuring donor relations and reporting are managed effectively. /liliManage the social protection partnerships portfolio proactively, including partner profiling, data analysis, outreach planning, and identifying opportunities for collaboration and expansion. /liliSupport corporate dialogue with partners through high-level consultations, highlighting strategic opportunities, and advising senior management. Prepare briefs and strategy documents as needed. /liliAssist in designing large or complex partnership proposals, negotiate strategic partnership agreements or MOUs, and ensure partner visibility and compliance with conditions. /liliSupport WFP’s positioning of social protection portfolios vis-à-vis national governments and international institutions, sharing insights on donor interests and engagement strategies. /liliPerform other duties as required. /li /olpbQUALIFICATIONS AND EXPERIENCE: /b /ppbEducation: /b Advanced university degree in International Development, Economics, International Relations, Social Protection, or related fields. /ppuExperience: /u Minimum of eight years in partnership roles, with proven expertise in social protection policy, financing, and programming. /ppbKnowledge and Skills: /b /pulliExperience in developing multi-stakeholder partnerships and organizing advocacy events. /liliProven ability to build long-term relationships and expand engagement across sectors and geographies. /liliExperience in resource mobilization, negotiation, and resource strategy development. /liliData-driven decision-making skills and experience in external messaging and stakeholder communication. /liliInnovation in system improvements and partner intelligence platforms. /li /ulpbLanguages: /b Fluency in English (Level C).
