The environment is hierarchical, similar to tribal, federal, state agencies, or military settings. This position reports directly to the Tribe's IT / GIS Manager. Work includes office, outdoor, and vehicle-based tasks, often in challenging weather and terrain, requiring field work with GPS and UAS equipment. Occasional lifting of equipment up to 70 lbs. is required. /ppbDuties and Responsibilities /b /pulliCoordinate technical GIS projects, plan and organize work, report progress, and recommend improvements /liliDesign, create, and maintain the Tribe’s Enterprise GIS System, data, and software /liliAssist in data backup and security measures, including protection from malware /liliManage enterprise GIS databases, including SQL Server, Esri geodatabases, shapefiles, and Access databases /liliAssess needs and procure new data /liliPerform advanced raster and vector GIS analysis and classification /liliCreate cartographic maps, reports, imagery, and GIS products /liliDevelop custom GIS applications or processes requiring programming /liliImplement quality control measures for projects and products /liliProvide technical support to GIS staff and users /liliConduct GIS training sessions and present at workshops and conferences /liliEvaluate new GIS technologies /liliManage the Tribe’s UAS Program, including hardware, software, flight scheduling, and data processing /li /ulpSpecific UAS duties include managing UAV hardware and software, planning flights, conducting safe UAV operations within tribal and FAA regulations, processing imagery, and managing the imagery library. /pulliAssist the IT / GIS Manager with product recommendations and budget planning /liliParticipate in staff hiring processes /liliAttend professional development opportunities /liliManage grants related to GIS projects /liliSupervise GIS staff in the absence of the GIS Manager /liliPerform other duties as assigned /li /ulpbQualifications /b /pulliSupport the Coeur d’Alene Tribe’s vision, mission, and values per CdA Resolution 015(2020) /liliComply with health policies, including annual flu vaccination /liliBachelor’s degree in GIS or related field plus at least four years’ GIS and enterprise database management experience; total relevant experience should be at least six years /liliProficiency with Windows Server 2012 R2—2019, Windows 7/10 /liliKnowledge of Microsoft SQL Server, Esri Geodatabases, ArcGIS data models, and programming languages (Microsoft .NET, SQL, Python, HTML, JavaScript) /liliExperience with GIS peripherals, desktop software, enterprise server software, and mobile applications /liliUnderstanding of raster compression, data storage, GPS principles, geospatial metadata standards, CAD, and graphic editing software /liliExperience with UAVs, including fixed-wing and rotary, flight planning, imagery processing, and FAA Part 107 certification /liliKnowledge of habitat conservation, land management, and GIS applications in natural resources /liliStrong research, communication, problem-solving, and multi-project management skills /liliAbility to work independently and in teams, with willingness to travel and work extended hours /li /ulpApplicants may undergo interviews and hands-on testing.
