Senior GIS (Geographic Information Systems) Analyst / GIS System Manager (GIS Analyst, GIS Systems Manager)

Summary
Under the direction of the Coeur d’Alene Tribe’s GIS Manager, performs technical work in acquiring and maintaining digital data. Responsibilities include managing multiple priorities and coordinating work activities. Duties encompass:
1. GIS system and database design / creation and maintenance
2. Project coordination
3. Client services
4. Geo-spatial product production
5. Unmanned Aerial Systems (UAS) operations
The workload varies from moderate to heavy, with scope tribal-wide, including work for other tribal, state, and federal agencies, and the public. Work environment includes office, outdoor, and vehicle settings, sometimes in remote areas. Fieldwork may involve GPS and UAS equipment, with occasional lifting of up to 70 lbs.
Duties and Responsibilities
* Coordinate GIS projects to meet goals, manage resources, and report progress
* Design, create, and maintain the Tribe’s Enterprise GIS System and data
* Assist in data backup and security measures
* Manage enterprise GIS databases, including SQL Server and GIS-specific files
* Assess and procure new data
* Perform GIS analysis and classification
* Create maps, reports, and GIS products
* Develop GIS applications and processes
* Implement quality control measures
* Provide technical support to GIS staff and users
* Conduct GIS training and present at workshops
* Evaluate new GIS technologies
* Manage the Tribe’s UAS Program, including flight planning, safety, data collection, and library management
Other duties include assisting with GIS product recommendations, staff evaluation, attending professional events, grant management, and supervising GIS staff.
Qualifications
* Support the Tribe’s vision, mission, and values
* Comply with health policies, including annual flu shot
* Bachelor’s degree in GIS or related field + 4 years’ GIS experience; total 6+ years’ relevant experience
* Proficiency with Windows Server and Windows OS
* Knowledge of SQL Server, Esri Geodatabases, ArcGIS data models, and programming languages (e.g., .NET, SQL, Python)
* Experience with GIS hardware, software, and mobile applications
* Knowledge of raster compression, CAD, Adobe Photoshop, and remote sensing
* Experience with UAVs, including flight planning, FAA regulations, and post-processing software
* Ability to work independently and in teams, with flexibility for extended hours and travel
* Ability to obtain FAA Part 107 license and pilot UAVs
* Understanding of habitat conservation, land management, and GIS applications in natural resources
* Strong research, communication, and problem-solving skills
