As the Procurement Specialist you will report to PGGA Italy SCM Manager.
In close cooperation with PGGA Italy SCM Manager you will provide support to our local Sales and Project Teams issuing Request for Quotation based on the sourcing related conditions of the client ́s tender specification and providing Best Initial Offers.
Your main responsibility will be in the field of Project Execution within the local Supply Chain Management team. You will be responsible for given projects and given commodities of the Sourcing Activities for the full sourcing process: from the Request of Quotation up to the management of the Supplier after the delivery of its products. The Project Manager and the Project Leader will be your key internal stake holder.
Field of Activity:
You will be responsible for requesting for Quotations, benchmarking offers received, negotiate with vendors, agreeing with SCM Manager the sourcing decision and presenting it to Project Manager for approval.
You will create purchase orders in accordance with spending, quality and delivery time targets, send the Purchase Orders to suppliers, collect, check and record order confirmation, revise purchase orders if needed.
Commercial negotiation and vendor commitment to project specific terms and conditions of supply will be your main focus in daily work.
You will be involved in projects of varying size and scope in the Italian electrical substation protection and control business. Our customers perform their businesses in various fields, which means that the technology used also varies.
Other tasks include support to Supplier base development and risk management, support to Supplier Qualification, Supplier Quality Issues resolution, Claim Management and negotiation, Supplier Performance Evaluation, cost reduction.
Tendering phase:
Support tender in issuing the project budget and time schedule by providing timely and accurately input from suppliers ́ quotations
Special attention to be given to price validity and lead times to better manage the risks coming from unpredictable and very volatile supply chain
Support SCM Manager in participate in the kick-off and tender progress meetings for selected target projects
Support SCM Manager in identification of sourcing related opportunities and critical conditions of the client ́s tender specification
Support SCM Manager in issue the project related SS (sourcing strategy) on the overall tender strategy
Communicate the SS to the local tender team and involve HUB SCM Manager as well as Global Commodity Managers
Ensure that RfQ’s are issued in compliance with tender specific terms & conditions
Ensure that suppliers/ subcontractors considered in HE ́s tender to the client are qualified. If necessary, ensure adequate qualification measures
Ensuring that supplier quotations remain valid until final placement of Purchase Order or until confirmation of tender project has been lost
Provide required support for Risk Reviews
Project execution phase:
For identified complex projects participate in project kick-off and progress meetings during execution phase of the project
For given commodities and tasks, be the first point of contact for overall sourcing and supplier related topics towards the project execution team and coordination with the local Supply Chain Management and the Strategic Sourcing team during entire execution period of the project.
Identification of sourcing related opportunities and critical conditions of the client ́s contract
Continuously identify improvement opportunities and ensure the implementation within respective countries including proper reflection in ERP systems
Full support for procurement activities within the agreed Project Procurement Plan
Scout Vendors and define to whom of them address the Request for quotation
Send Request for Quotation, collect, benchmark and tabulate the offers received
Agree with SCM Manager the sourcing decision and present it to Project Manager for approval
Ensure that purchase orders are placed in compliance with the specification of the respective project to accepted suppliers only.
Involve local SCM Manager for critical execution problems with local / regional / global suppliers
Monitor compliance to health and safety as well as business ethics within operational work, contracts and negotiations.
Perform Supplier Evaluations for agreed vendors with SCM manager.
Track, manage, negotiate and compensate Supplier Non Conformity (including late delivery issues).
Be an adequate and proactive interface between Vendors and Account Payables department in case of any invoice payment issue.
Knowledge, Skills, Experience:
Masters or bachelor degree in an engineering discipline or business administration or any other qualification that is deemed suitable for the role e.g. degree, etc
Good English both written and spoken
Minimum 3 years of professional experience in a Supply Chain Management function
2 years experience in procurement of tailored equipment is a plus
1 years of professional experience in a project environment is a plus
Good knowledge of processes in industrial turnkey contracts
Strength in commercial/legal aspects of purchasing
Excellent communication & proven negotiation skills
Drive to continuously create results and innovative solutions
Skilled communicator who can interface with numerous external and internal parties at different levels in a project environment
