Ph3CMCC Position cod. 12831 /h3 h3Junior Buyer / Public Procurement Specialist /h3 pDeadline: June 30th 2026 /p h3What We Are Looking For /h3 pWe are seeking a highly motivated and detail-oriented Junior Buyer / Public Procurement Specialist to join our Procurement Office within an international Contracting Authority environment. The successful candidate will contribute to the management of procurement activities supporting research and institutional operations, working in close collaboration with researchers, administrative departments, and external stakeholders. The role requires strong organizational and interpersonal skills, a proactive approach, and the ability to manage multiple priorities in a dynamic and multidisciplinary environment. /p pThe selected candidate will support the implementation of public procurement procedures, supplier relationship management, and contract administration activities, ensuring full compliance with applicable public procurement legislation, internal regulations, and institutional policies. We are now embarking on a new chapter of our journey that will further boost CMCC’s global position in climate change research…Together! /p h3ROLE /h3 pThe Junior Buyer / Public Procurement Specialist reports to the Head of the Public Procurement Office and contributes to the effective management of procurement and purchasing activities, ensuring compliance with applicable public procurement legislation, internal procedures, and institutional policies. /p h3Responsibilities /h3 ul liAnalysing purchase requests submitted by internal stakeholders; /li liSupporting the RUP (Project Manager / Sole Project Responsible Officer) throughout the procurement planning process; /li liIdentifying the most appropriate procurement procedures in compliance with applicable public procurement legislation and internal regulations; /li liIdentifying and selecting economic operators through Consip tools (MEPA, Framework Agreements, Conventions), other e‑procurement platforms, and market analysis activities, in accordance with applicable regulatory thresholds; /li liManaging activities related to the e‑procurement lifecycle, including the use of digital procurement procedures and platforms (e.g. request of Tender Identification Codes – CIG, management and updating of ANAC records, etc.); /li liVerifying contractors’ general eligibility requirements, including social security compliance and absence of exclusion grounds, through dedicated databases and information systems (FVOE, INPS, Criminal Records Register, etc.); /li liDrafting direct award decisions and related supporting documentation pursuant to Article 50 of Legislative Decree no. 36/2023; /li liManaging purchase orders through digital procurement platforms (PAD / Consip “acquistinretepa.it”), including communication with suppliers and monitoring of delivery and contract execution timelines; /li liConducting legal and regulatory analysis related to public procurement matters, while ensuring continuous monitoring of legislative and regulatory developments. /li /ul h3Requirements /h3 ul liDegree in Law, Economics, Political Science, Public Administration, or related fields; /li liAt least 3 years of professional experience within procurement or purchasing offices of Contracting Authorities or public sector organizations; /li liProven experience in the management of e‑procurement processes, digital procurement procedures, and related platforms; /li liSound knowledge of Public Procurement Law and ANAC regulations; /li liKnowledge of anti‑corruption and transparency legislation, including experience in compliance‑related activities; /li liGood understanding of public and private contracting procedures and practices; /li liProficiency in Microsoft Office applications, including Word, Excel, Internet tools, and database software, with the ability to quickly adapt to new digital systems and applications used by CMCC (e.g. SAP ERP systems); /li liStrong interpersonal and teamwork skills, with a collaborative attitude, empathy, and a positive approach to work; /li liHigh level of reliability, flexibility, and organizational skills; /li liVery good command of the English language, both written and spoken; /li liStrong attention to detail, accuracy, and analytical skills. /li /ul h3Duration, Compensation Benefits /h3 ul liPlease note that this position will be advertised both internally and externally. /li liThe selected candidate will be based at the CMCC office in Lecce. /li liThe appointment will initially be for a period of 12 months, starting in September 2026, with a gross annual salary ranging from EUR 30,000 to EUR 34,000, depending on qualifications and experience. /li liThe position includes a welfare package for contracts of at least 12 months, flexible working arrangements in accordance with internal policies, and support throughout the immigration process, if required. /li /ul h3PROTECTED CATEGORY /h3 pBelonging to legally protected categories (ex L. 68/99) will constitute a preferential condition. Some fiscal benefits could be applied for repatriated workers or foreign researchers/professors, having the requirements defined by Dlgs 147/2015 (for repatriates) or Dl 78/2010 (for foreigners). /p pCMCC is an equal‑opportunity employer.
