About Fondazione Chips-IT
The Foundation “Italian Center for the Design of Semiconductor Integrated Circuits,” also known as the Chips-IT Foundation, is a nonprofit research and technology organization under the supervision of the Ministries of Industry.
The Foundation is Italy’s first RTO (Research and Technology Organization) vertically focused on semiconductor research and stands as a center of excellence in frontier research on semiconductor design, as well as a pivotal center of the Italian semiconductor ecosystem and expertise.

Role
Fondazione Chips-IT is seeking a Public Procurement & Tender Specialist to join the Procurement and Contract Management area.
The selected candidate will support the analysis, preparation, and management of public procurement procedures, contracts, and administrative acts in compliance with Italian Public Procurement Law (D.Lgs. 36⁄2023 – Codice dei Contratti Pubblici).
The role involves close collaboration with internal departments and the RUP (Responsabile Unico del Progetto), with the expectation that the candidate will assume the RUP role in the short term. This position offers the opportunity to grow professionally in a structured and international research environment, contributing to the correct management of tender and contract activities across the Foundation.
Candidates with consolidated experience in public procurement, able to operate autonomously, are also encouraged to apply.
This position is based in Pavia, with interaction with all Fondazione Chips-IT operational units.
Belonging to Protected Categories (Art. 1⁄18 Law 68⁄99) will be considered a plus.
Key Responsibilities
* Public Procurement Support: Support public procurement procedures for works, services, and supplies in compliance with D.Lgs. 36⁄2023
* Tender Documentation: Assist in the preparation of tender documentation, including determine a contrarre, disciplinari di gara, contracts, and administrative acts
* E-Procurement Platforms: Operate e-procurement platforms (MEPA, Traspare, SINTEL or similar) for tender publication and document management
* RUP Support: Provide operational support to the RUP throughout procurement phases, from planning to execution
* Tender Committees: Support tender committees and assist in the preparation of official minutes
* Compliance & Monitoring: Monitor deadlines and documentation to ensure regulatory compliance and proper contract management
Requirements And Soft Skills
* Experience: Proven track record (minimum 10–12 months) in public procurement, gained either within a Contracting Authority (Stazione Appaltante) or a Private Operator
* Legal Expertise: Good knowledge of the Italian Public Procurement Code (D.Lgs. 36⁄2023) and aptitude for legal and strategic analysis of tenders
* Education: Degree in Law, Economics, Political Science, or a related field
* Tools & Languages: Native-level Italian and good proficiency in English; advanced command of Microsoft Office 365 (especially Excel) and familiarity with e-procurement platforms (MEPA, Traspare, SINTEL or similar)
* Precision: Structured and detail-oriented approach to administrative and regulatory processes
* Collaboration: Strong team-working abilities and proactive problem-solving mindset
* Reliability: Ability to manage deadlines and high-pressure activities with accuracy
