Terms of Reference
Purpose of Activity/Assignment: Under the guidance of the Adolescent Development Manager and in collaboration with the Project Manager, the Research / Monitoring & Evaluation Specialist is responsible for conducting a Situation Analysis, designing and operationalising a Monitoring and Evaluation system and for documenting the 3‑year Youth Advisory Board project and related YAB model implemented by UNICEF National Response in Italy, in partnership with the Ministry of Labour and Social Policies.
Minimum requirements
Education
* Master’s degree in social sciences, anthropology, statistics or a related field
Work Experience
* At least five years of relevant professional M&E experience including experience in working in EU countries and in developing or strengthening national or subnational M&E frameworks and systems in line with national policies and international standards
* At least five years of relevant experience in development of analytical reports and policy documents related to children and adolescents
* Proven experience in quantitative and qualitative data analysis, policy analysis (including experience in consistent use of age and sex disaggregated and gender‑sensitive data) and report preparation
* Experience in facilitating consultations with government representatives, NGOs, academia, children, adolescents and other stakeholders
* Experience in participatory M&E processes and corresponding mechanisms and in national M&E governance and management would be an asset
Knowledge, Expertise and Skills
* Knowledge of human rights‑based approach to programming
* Familiar with EU policies on data protection and with principles and standards on data collection on children
* Familiar with different data sources on children in the EU context including administrative data systems
* Proven data analysis and basic data visualization skills
* Strong communication and interpersonal skills
* Excellent writing skills including proven experience in project monitoring and reporting, development of analytical reports and data briefs
Language Requirements
* Fluency in Italian and English is required
Desirable
* Familiar with EU policy frameworks on children would be an asset
Writing Samples
* Applicants are requested to submit at least one (maximum two) writing samples demonstrating relevant experience in M&E, data and policy analysis. Samples should be authored or co‑authored by the applicant or clearly indicate the applicant’s contribution.
* Samples should be relevant to the assignment, such as: developing or strengthening national or subnational M&E frameworks and systems; topics relating to children and adolescents; quantitative and qualitative data analysis or policy analysis (including consistent use of age and sex disaggregated and gender‑sensitive data).
* Applications without samples will not be considered.
