Overview Civilian Human Resources Manager — NATO G15. Security clearance: NATO Secret. Location: HQ JFC Naples (Italy). The incumbent leads the management and administration of civilian personnel and reports to the Assistant Chief of Staff (J1). Initial duties include frequent travel to HQ JFCNP and liaison with CHRM Office team members. Duties Head the civilian personnel and provide expert advice to the Commander on strategic human capital planning and personnel matters. Act as change manager to enhance organizational flexibility, responsiveness and productivity; lead organizational reorganizations and transformations. Ensure professional development and training for civilian personnel; be legally accountable for appointment, contract management and separation of civilian staff. Hold power of attorney for matters pertaining to court cases and social institutions; delegate authority to decide on employment and remunerative aspects, including leave management. Manage funding of personnel and authorize decisions within the assigned functional area; coordinate with HQ and related HQs as needed. Administer the complete employment life-cycle of administered civilians (recruitment, selection, appointment, performance management, reassignment, discipline, grievances, separation, etc.). Advise leadership on utilization of administered civilians; oversee education, training needs assessment, and evaluation of outcomes. Manage deployment of administered civilians (pre-deployment, equipment, medical/fitness, deployment, family support, insurance, in-theatre support). Participate in development/revision of NATO civilian personnel policies; interact with host nation authorities on civilian personnel matters. Maintain data on administered civilians, ensuring compliance with data protection and retention policies; provide HR statistics to higher headquarters for budgeting. Engage in committee work and represent the organization in relevant groups. Qualifications and Experience Essential: University degree in human resources management, business administration, law, social sciences, public administration, or related field plus 2 years of relevant experience; or higher secondary education with 4 years post-related experience; at least four years in HR management, planning and development; experience in negotiating labor policies; experience advising senior management on workforce strategy; English professional proficiency (Listening, Reading, Speaking, Writing); Italian language required. Desirable: Master’s degree in Business Administration/Management; strong knowledge of civilian HR regulations; prior NATO assignments; experience in international/military environments; experience in change/project management; training in APMS and ERT; professional host-nation language level (3333). Position and Candidate Profile Analytical, strategic thinker capable of managing complex programs and priorities; strong leadership, teamwork and communication skills. Ability to interact with high-level officials and manage staff performance, development, and life-cycle activities. Discretion, integrity, and the ability to handle sensitive information; capable of working under pressure with long/irregular hours. Contract and How to Apply Three-year definite duration contract, potentially followed by indefinite duration; NATO Civilian Personnel Regulations apply. Basic entry-level salary for NATO Grade G15 in Italy is €5,725.22/month plus allowances; pension contributions apply.
