PThis Job Opening is available to eligible UNHCR staff members and external applicants. /pulliProcedures and Eligibility /li /ulpInterested applicants should consult the Administrative Instruction on Recruitment and Assignment of Locally Recruited Staff (RALS). /ppApplicants must be nationals of, and be locally recruited within, the country of their employment. /pulliDuties and Qualifications /li /ulpbHead of Field Office /b /ppbOrganizational Setting and Work Relationships /b /ppThe position is under the direct supervision and guidance of the Representative / Head of Sub-Office on issues concerning programme, protection, external relations, etc. Advice and operational support may also be received from other senior staff and support units at the Branch Office and from the Bureau at Headquarters. /ppAll UNHCR staff members are accountable for performing their duties as reflected in their job description, within their delegated authorities, and in line with the regulatory framework of UNHCR, which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies, Administrative Instructions, and relevant accountability frameworks. Staff are also expected to discharge their responsibilities in a manner consistent with core, functional, cross-functional, and managerial competencies, as well as UNHCR's core values of professionalism, integrity, and respect for diversity. /ppbDuties /b /pulliMonitor and report on the implementation of refugee conventional responsibilities and international obligations of the local authorities vis-à-vis the population of concern to UNHCR within the Area of Responsibility (AOR). /liliAdvocate and promote UNHCR standards concerning the treatment of persons of concern. /liliEnsure that the basic needs of the concerned population are properly assessed with the participation of beneficiaries, host governments, implementing partners, and UNHCR. /liliPlan, formulate, and budget assistance projects as per the UNHCR programme cycle; upon approval, ensure the timely implementation and monitoring of assistance activities. /liliManage UNHCR resources—human, financial, and material—for the wellbeing of the population and staff. /liliEnsure all security measures of UNHCR office and residential compounds are up to date; report any security breaches or threats immediately. /liliMaintain staff welfare, working, and living conditions at satisfactory levels within operational constraints. /liliGuide, coach, and advocate for subordinate staff to uphold high standards of conduct and behavior. /liliPrepare and submit regular reports to the UNHCR Representative/HoSO, recording significant communications and actions. /liliPerform any other duties or functions as delegated by the UNHCR Representative to meet organizational service levels. /liliRepresent UNHCR in inter-agency forums and with local authorities within the AOR. /liliEnforce compliance with UNHCR's policies and standards across protection, programme, finance, HR, and security sectors. /liliSubmit project proposals for assistance to refugees and persons of concern in coordination with local authorities and NGOs. /liliPerform other related duties as required. /li /ulpMinimum Qualifications /ppEducation Professional Work Experience /ppbYears of Experience / Degree Level /b /ppFor P1 / NOA - 1 year relevant experience with Undergraduate degree; or no experience with Graduate or Doctorate degree. /ppbField(s) of Education /b /pulliBusiness Administration; Economics; International Relations; Law; Political Science; or other relevant fields. /li /ulpbCertificates and / or Licenses /b /pulliHCR Managing Operations Learning Program /li /ulpbRelevant Job Experience /b /pulliApplied knowledge of protection principles, operational arrangements, standards in relation to protection, assistance, UNHCR office management, and staff administration. /liliWorking experience both in HQ and the field. /li /ulpbFunctional Skills /b /pulliPR-International protection concepts and principles /liliMG-Office Management /liliHR-Administration of Staff Contracts /li /ul #J-18808-Ljbffr
