People & Culture Associate, GS-6, FT, #, Rome Common Services Center (CSC), Rome, Italy - Roma | JobLeadsPeople & Culture Associate, GS-6, FT, #, Rome Common Services Center (CSC), Rome, ItalyUNICEF Roma EUR 35.000 - 55.000 Descrizione del lavoroPosition: People & Culture Associate – Rome Common Services Center (CSC)Under the direct supervision of the People and Culture Officer, the People & Culture Associate supports individual consultancy contracts, low‐value transactions and HR administrative services. The role provides operational support to all UNICEF Divisions based in Rome and coordinates closely with WFP.Key Responsibilities

HR operational support.Provide timely guidance in accordance with staff rules and regulations regarding travel benefits and entitlements.Support the review of non‐compliant cases and guide clients accordingly.Monitor HR service requests through relevant systems and ensure timely response per SLA and internal SOPs.Provide technical support for entitlement and vantaggi requests submitted via Service Gateway, and act on behalf of staff lacking access.Contribute to continuous simplification of CSC HR services and maintain client satisfaction.Onboarding, maintenance, and off‐boarding support for staff at Rome duty station, including space and equipment allocation, issuance of credentials and logins, and induction briefings.Coordinate with foreground/HRBP of divisions to ensure equipment and building badges are returned before final off‐boarding.Maintain a monitoring tool to record onboarding/off‐boarding cases.Manage protocol, diplomatic privileges, visas, and travel documentation in coordination with WFP protocol team.Liaise with divisions for low‐value individual consultant contracting, developing specifications, logistics arrangements, and timelines.Conduct quality assurance on low‐value contract submissions, including review of completeness and compliance with UNICEF rules.Monitor the dashboard of service requests to ensure timely action in support of client divisions.Review documents received for contract amendment and prepare submissions to the Contract Review Committee.Process amendments and closure of consultancy contracts, including change of funding source transactions and relevant approvals.Support service continuity during absences of colleagues and the small CSC team.Provide input and facilitate training of newcomers, establishing processes and manuals to support effective workflows.

Education

Completion of secondary education, preferably supplemented by technical or university courses related to HR, business administration, contract/procurement, or another relevant technical field.

Experience

A minimum of 6 years of relevant administrative experience in consultancy contracting management and HR management in onboarding, off‐boarding, travel, protocol arrangements for staff.Demonstrated experience and knowledge of a range of HR‐specialised topics and relevant policies.Demonstrated experience and understanding of individual consultancy contracting processes, consistently applying relevant policies and procedures.Demonstrated experience coordinating with multiple stakeholders.Experience using ERP systems (e.g., SAP/VISION, Service Gateway) for HR transactions is an asset.Experience maintaining tracking tools and monitoring service requests is an asset.Good judgement to handle complex cases with exception considerations is an asset.Work experience with a development organisation is an asset.Knowledge of UN/UNICEF's rules, regulations, and procedures is an asset.
