Summary
Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and coordinating work activities to meet schedules and goals. Duties include tasks in seven areas of responsibility:
1. GIS system and database design, creation, and maintenance
2. Project coordination
3. Client services
4. Geo-spatial product production
5. Unmanned Aerial Systems (UAS) operations
The workload ranges from moderate to heavy, serving Tribal-wide needs and possibly other tribal, state, and federal agencies, as well as the public. The environment is hierarchical, similar to tribal, federal, state agencies, or military structures. This role reports directly to the Tribe's IT / GIS Manager. Work may involve fieldwork using GPS and UAS equipment in various weather conditions and terrains, including remote areas. Occasional lifting of equipment weighing up to 70 lbs. is required.
Duties and Responsibilities
* Coordinate technical GIS projects, plan and organize work, report progress, and recommend improvements
* Design, create, and maintain the Tribe’s Enterprise GIS System and data
* Assist in data backup and security measures, including protection from malware
* Manage enterprise GIS databases, including SQL Server and GIS-specific file databases
* Assess and procure new data as needed
* Perform advanced raster and vector GIS analysis
* Produce high-quality maps, reports, imagery, and GIS products
* Develop project-specific GIS applications and customize existing software
* Implement quality control procedures for projects and products
* Provide technical support and training to GIS staff and users
* Evaluate new GIS technologies and products
* Manage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing
Additional UAS duties include planning flights, ensuring safety and compliance, creating flight missions, downloading and processing imagery, and managing the imagery library.
Assist the IT / GIS Manager with product recommendations, budgeting, and staff evaluations. Participate in professional development activities, grant management, and perform supervisory duties when needed. Other duties as assigned.
Qualifications
* Support the Coeur d’Alene Tribe’s vision, mission, and values (per CdA Resolution 015(2020))
* Comply with Tribe health policies, including annual flu vaccination
* Bachelor’s degree in GIS or related field plus at least four years’ GIS and database management experience; total relevant experience should be at least six years
* Proficiency with Microsoft Windows Server and desktop OS
* Knowledge of Microsoft SQL Server (2008-2019), Esri Geodatabases, ArcGIS data models, and programming languages (Microsoft .NET, SQL, Python, HTML, JavaScript)
* Experience with GIS peripherals, desktop software (ArcMap, ArcGIS Pro), and enterprise server software (Portal, ArcGIS Server, Image Server, Raster Analysis Server, Datastore)
* Familiarity with mobile GIS applications and data management
* Experience with UAVs, including flight planning, data collection, and post-processing software (e.g., Drone2Map)
* Knowledge of habitat conservation, land management, and GIS applications in natural resources
* Strong research, presentation, problem-solving, and multitasking skills
* Ability to work independently and in teams, with flexibility for extended hours and travel
* FAA Part 107 Remote Pilot certification or ability to obtain it
