Overview
HR Generalist I or II - San Angelo District, Texas Department of Transportation. Performs responsible human resources-related work in a district or the Human Resources Division, coordinating and communicating sensitive information and maintaining confidentiality. Requires contact with management, employees, retirees, health care providers, and state and federal agencies. Employees follow standard practices and may receive training to work independently.
Responsibilities
* HR Generalist I: Participate in hiring program activities, including coordinating and managing job openings, screening employment applications, and processing new hires.
* Enter and maintain data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (PeopleSoft).
* Conduct new employee orientation; may assist with annual enrollment, employee forums, or HR-related meetings.
* Electronically file and maintain employment applications, personnel records, and related files.
* Stay informed of applicable rules, regulations, policies, and procedures.
* Represent the Department at job and benefits fairs.
* Serve as a point of contact for certain HR programs.
* Provide intake and distribution regarding questions from employees, supervisors, managers, districts, and divisions on HR policies and procedures via computer, phone, or in person.
* Perform other job responsibilities as assigned.
* HR Generalist II additional duties: participate in quality review activities for HR programs; interpret HR policies and procedures and pertinent state/federal rules with guidance from Supervisor or Lead Worker; respond to inquiries and complaints regarding HR policies; provide guidance to management on sensitive issues (e.g., substance abuse, employee discipline); review and manage routine medical-related employee needs, including FMLA and ADA; refer non-routine cases to lead or supervisor.
Minimum Qualifications
HR Generalist I
Education: Bachelor’s Degree in any discipline. Relevant work experience may be substituted for education on a year-for-year basis.
Experience: No experience required.
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
HR Generalist II
Education: Bachelor’s Degree in any discipline. Relevant work experience may be substituted for education on a year-for-year basis.
Experience: 1 year human resources-related experience. Related graduate-level education may be substituted for experience on a year-for-year basis.
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications: Some HR experience preferred.

HR Generalist II: Additional competencies include researching, analyzing, and interpreting policies and laws; handling sensitive issues; and guidance in complex cases.
Other Attributes: Logical reasoning to define problems and make decisions aligned with business objectives.
Physical Requirements and Working Conditions
* Sedentary work; lift up to 10 lbs; occasional carrying of files/tools
* Sitting for prolonged periods
* Repetitive motion of wrists/hands/fingers
* Close visual acuity for data, figures, and computer screens
