Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and partners. Established in 2012 and headquartered in Brussels, Belgium.
The NCIA provides a wide range of services including :
* Cyber Security: Advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
* Command and Control Systems: Development and maintenance of systems used by NATO's military commanders for planning and executing operations.
* Satellite Communications: Secure and reliable satellite communication services for NATO forces.
* Electronic Warfare: Services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
* Information Management: Management of NATO's IT infrastructure, including databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and IT capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It maintains and defends NATO's enterprise-wide IT infrastructure to enable Allies to consult under Article IV and stand together under Article V when required.
To provide these critical services in a dynamic environment, the NCI Agency needs to build and maintain a high-performance, engaged workforce. The workforce includes NATO International Civilians (NICs), Military (Mil), and Interim Workforce Consultants (IWCs). IWCs are a vital part of the workforce, constituting approximately 15%.
Role, Duties, and Responsibilities
* Operate and perform maintenance and emergency interventions on the Satellite Anchor Component and associated communications facilities and terrestrial links (DLOS Fibre) at the SAC site.
* Maintain SAC site logs and report outages properly.
* Activate circuits according to work orders.
* Operate/maintain data networks for reachback/backhaul support for deployed NATO forces.
* Provide feedback for internal training improvements and ensure maintenance procedures are followed.
* Participate in on-the-job training programs to complement official training.
* Perform duties assigned by Station Command related to daily site operations.
* Deputize for higher-grade staff if needed.
* Perform other duties as required.
Essential Skills and Experience
* At least 2 years experience operating or maintaining satellite ground terminals/stations or related systems such as radars or Line-Of-Sight systems.
Essential basic experience of :
* Antenna subsystems including radomes, feed horns, reflectors, pedestals, waveguides, tracking, receivers, servo, and drive equipment with fault diagnosis and repair.
* Transmit and receive chains including up/down converters, Low Noise Amplifiers, High Power Amplifiers.
* MODEMs, cryptographic equipment, routers, switches.
* Computer-assisted Monitor and Control Systems (MCS).
* GPS disciplined frequency reference standards and distribution systems.
* Fibre optical cables and related systems.
* Digital techniques knowledge.
* TCP/IP fundamentals, video transmission principles, telecommunications quality assurance.
* Testing and maintenance of modern communication systems.
* Effective oral communication, tact, diplomacy, and good briefing skills.
Desirable Skills and Experience
* Online performance, fault, security, and configuration management of digital networks and transmission systems, including packet switching for voice and data transfer.
* Experience working in an international environment with military and civilian elements.
* Knowledge of NATO responsibilities and organization, including ACO and ACT.
Education
* Higher vocational training in a relevant discipline with 2 years post-related experience or secondary education with 4 years post-related experience.
