Ph3Overview /h3 pSenior Investigator (Head Of Unit) – OIG – Rome, Italy. Duration: Fixed‑term two years with possibility of extension. Post Number:. The position is located in OIG’s Investigation Branch (OIGI) at FAO headquarters. /p h3Reporting Lines /h3 pThe Senior Investigator reports to the Inspector‑General or the Deputy Inspector‑General, OIG. /p h3Technical Focus /h3 pInvestigations into allegations of misconduct and wrongdoing by FAO personnel and third parties and advice on enhancements to integrity policies of the Organization. /p h3Key Results /h3 pPlanning and management of investigation activities, development of recommendations to improve internal controls, and promotion of integrity policies in line with high ethical standards. /p h3Key Functions /h3 ul liPlan and manage the work of specialized or multidisciplinary investigation teams and supervise staff. /li liProvide critical input into the investigation programme of work and the supporting operational framework, including policies, procedures, systems and best practices for planning, conduct, evidence collection, report writing and follow‑up of investigations at headquarters and Decentralised Offices. /li liDirect investigation activities in response to allegations of fraud, corruption or misconduct in FAO programmes, projects and operations, including third parties such as suppliers and partners, review intake assessments, assign investigations to staff or consultants and provide technical guidance to investigation teams. /li liPlan and conduct highly complex and/or special investigations and present findings to the Inspector‑General or the Deputy Inspector‑General and specific FAO units for action/decision‑making. /li liEnsure adequate quality control of investigation outcomes and products before sign‑off by the Inspector‑General, ensuring that investigation personnel adhere to operating procedures and quality standards of the office. /li liDirect and/or provide input into the preparation of statistics and periodic reports on investigation matters and analyses on investigation trends. /li liDevelop lessons learned, conduct or supervise proactive integrity reviews, and devise recommendations for actions to prevent violations of FAO policies prohibiting fraud and misconduct with respect to staff members or third parties, and promote policies and activities that enhance the integrity of FAO operations. /li liProvide technical advisory services to managers across the Organization on sanctioning procedures for vendors/suppliers, developing or revising procurement policies, fraud and other misconduct policies, ethical conduct guidelines, the Whistleblower Protection Policy and various Memoranda of Understanding (MOUs). /li liLead, coordinate, and/or participate in Organization‑wide working groups or committees. /li liMaintain effective liaison with legal and human‑resource services regarding specific cases and with external and UN investigators on cases/issues of mutual concern. /li liPlan and lead awareness and training activities on the prevention, detection and reporting of fraud and corruption in FAO and promote best practices and capacity development with respect to the latest investigative techniques. /li liContribute to OIG’s quarterly and annual reports and other reporting requirements, including for donor reporting, as relevant to investigation‑related activities. /li liAdminister and control a part of OIG’s budget as delegated by the Inspector‑General or the Deputy Inspector‑General. /li liPerform other duties as required. /li /ul h3Candidates Will Be Assessed Against /h3 ul liAdvanced university degree (Master’s or equivalent) in law or in a subject associated with criminal and/or administrative investigations (first‑level degree may also be considered if possessing two (2) additional years of relevant work experience in fact‑finding/investigatory work and a professional qualification to practice law in a national or state jurisdiction). /li liTen years of relevant experience in fact‑finding/investigatory work, including supervisory capacity, preferably but not limited to misconduct and wrongdoing by employees, suppliers and partner organizations, including fraud and other forms of corruption, using investigation techniques and procedures. /li liWorking knowledge (proficiency – level C) of English and intermediate knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian, or Spanish). /li liResults Focus – Leading, Engaging, and Empowering. /li liCommunication – effective written and oral communication skills. /li liPartnering and Advocating – to analyse complex issues and propose strategic solutions. /li /ul h3Technical and Functional Skills /h3 ul liWork experience in more than one location or area of work, particularly in field positions, is essential. /li liWork experience in an international setting is desirable. /li liExtensive experience in investigations, including employee misconduct, procurement fraud and corruption, sexual exploitation and abuse, workplace harassment and sexual harassment. /li liExtensive managerial experience and demonstrated leadership skills in implementing an investigations programme of work. /li liDemonstrated ability to analyse relevant legal and procedural issues, as well as large volumes of complex evidence, including documentary and financial evidence. /li liDemonstrated experience in conducting interviews, delivering presentations, networking, building effective working relationships with stakeholders, and writing or editing complex reports. /li liDemonstrated ability to mobilise resources. /li liAdvanced knowledge and understanding of relevant investigative theories, concepts and approaches. /li liA professional qualification to practise law in a national or state jurisdiction is an advantage for candidates possessing an advanced university degree. /li /ul h3General Information /h3 ul liExtension of fixed‑term appointments is based on certification of performance and availability of funds. /li liFAO reserves the right not to make an appointment. /li liAppointment will be subject to certification that the candidate is medically fit for appointment,
