Job Summary Maritime Operations and Intelligence Manager for Commander US Naval Forces Europe Capodichino, Italy. This role serves as the command’s lead for Maritime Operations Center governance and provides direction and oversight for maritime operations. Responsibilities

Serve as the command’s lead for Maritime Operations Center governance, interfacing with other Fleets, Service HQs, Type Commander, and warfighting development centers. Establish, revise, or review policies, procedures, mission objectives, and organization design to eliminate problems or barriers to mission accomplishment. Promote team building, implement quality improvements, drive positive change, ensure resource accountability and regulatory compliance. Provide direction and oversight through subordinate supervisors and coordinate operations across subordinate directorates, including authority to revise long‑range plans, goals, and objectives. Act as the executive action agent for policies and procedures established by the command, providing operational advice, direction, and oversight to all directorates under the Maritime Operations and Intelligence directorate.

Requirements

U.S. citizen. Determined suitable for federal employment. Participation in the direct deposit pay program. Potential new employees to the Department of the Navy will be required to pass the E‑Verify employment verification check. All federal employees applying for GS jobs must serve at least one year at the next‑lower grade level unless otherwise specified. Overseas position; must meet overseas requirements of DODI 1400.25 (link: http://www.esd.whs.mil/Portals/54/Documents/DD/issuances/140025/140025v1230.pdf). May require travel to places within and outside the contiguous United States, including remote or isolated sites, and travel on military or commercial aircraft for extended periods. If eligible for permanent change of station, must sign a transportation agreement establishing a Government time‑in‑service requirement of twelve months. Must be able to obtain and maintain a U.S. passport. May need to obtain a visa depending on overseas country regulations. Sign the Statement of Understanding for Overseas Employment acknowledging living and working conditions. Compliance with Department of Defense provisions for appointments of retired military members within 180 days of retirement. Male applicants born after December 31, 1959 must be registered for Selective Service. Must obtain and maintain an interim or final security clearance; failure to maintain clearance may result in withdrawal of offer or removal. MSP/PPP applicants must currently hold the required security clearance. Successful completion of a pre‑employment drug test (including marijuana) required; failure may rescind offer. Subject to random testing. Complete training, obtain, and maintain a government credit card for travel and related purchases. This position is Key/Emergency‑Essential; must provide immediate and continuing support to combat operations. Review the 14 General Principles of Ethical Conduct (5 CFR 2635.101).

Qualifications

Minimum one year of specialized experience at or equivalent to the GS‑14 grade level or higher; or comparable experience in private or public sector. Experience managing policy, programs, plans, and procedures for long‑range implementation and maximizing readiness and productivity. Ability to monitor and evaluate work using data analytics to solve problems, research and analyze complex issues, and drive strategic planning and performance. Experience briefing senior leadership on significant policy, strategy, or change‑management issues and developing presentations for high‑level external stakeholders, including governmental and legislative bodies.
