Employs and oversees a variety of operational methods for accomplishing operational functions including contract services, non-appropriated fund activities, and official command support for feeding. The incumbent interprets higher authority broad policies and guidance and establishes regional policies and procedures, and evaluates their effectiveness through performance metrics. Resolves diverse issues, provides in-depth technical analysis and interprets guidance into direct and concrete plans and implementation practices, providing expert technical recommendations and analysis for the Navy Region Flag level assigned mission. Incumbent devises and develops criteria and methods for evaluation of installation level programs. In doing so, must interpret and apply pertinent regulations, experience and knowledge and must be aware of the role of recreation operations and the limited resources available to support the programs. As the authoritative professional, advises the Regional F&FR Director (N9) on matters pertaining to policy, goals and direction. Continuously reviews overall program delivery and facilitates discussion and program concepts that improve delivery, improve customer satisfaction or are more cost effective. Directs functionality assessment processes for regional MWR operations. Employs business process re-engineering tools including mapping, surveys, and focus groups to ensure the right programs are identified and planned for/omitted as required. Represents the command integrated process teams, such as the consolidation and/or alignment of services to maximize efficiencies and resources. e.g., resources, new construction, contracts, budget administration, and negotiations. The diversity and complexity of programs under the auspices of NRE preclude routine responses to pressing matters. Issues must be handled carefully and individually in a constantly evolving political and economic climate. The volatility of issues and potential impact on the command and the area of responsibility (AOR) demands comprehensive knowledge and expert skill to resolve issues and to represent command interests to higher authority. Develops and guides implementation of the strategic plan for Regional Fleet Readiness functions of the Fleet & Family Readiness Program and the EURAFCENT Regional Implementation Plan. Participates in management and planning conferences attended by higher Navy authority, Navy claimants and Navy Program Managers, EURAFCENT department heads, regional commanders and other federal, state, and local authorities to insure proper work flow and timely completion with special focus on regional programs and tasks. Incumbent serves on boards and other program management/advisory bodies to guide Fleet Readiness operations and EURAFCENT initiatives. Establishes and directs regional inter-service program initiatives which improve regional program efficiencies. Employs a variety of forms of communications including oral and written briefs, training, correspondence, research papers, point papers, synopsized reports on a variety of subjects with limited direction and background that will be read by senior staff at 0-6 and above levels throughout the chain of command. Incumbent employs use of computer applications building charts/graphs and presentations to develop such presentations. Resource Management Monitors execution and authorizes appropriated fund (APF) and non-appropriated fund (NAF) obligations. Employs resources in the development of annual NAF budget. Develops and employs Regional Business Plan to ensure all installation level operations are guided by the same vision and plan for the various Fleet Readiness Programs. Uses a variety of performance management tools to meet program objectives such as business plans; economic/business analysis, managerial decision models, statistical tracking/analysis, strategic planning and costing tools such as activity based management/costing. Supervisory Duties Directly supervises one CW-03 Regional Food Service Officer, one NF-05 Child and Youth Program Manager, one NF-05 MWR Program Manager and one NF-03 Management Assistant. Authority is delegated to subordinate employees, holding them accountable for performance of their respective organizational units. Requirements Conditions of Employment Must be able to obtain and maintain a SECRET SECURITY CLEARANCE. A valid state-issued driver’s license is required. Incumbent required to qualify for a personal government travel card. The incumbent of this position is required to execute an annual Confidential Financial Disclosure Report (SF 450) per DOD 5500.7R. Up to 25% travel may be required. Specialized Experience Must Demonstrate The Following Thorough knowledge of financial management, including budgeting, cost, and profitability analysis, internal controls, auditing, purchasing and cash flow and credit management. In-depth knowledge of DoD and Navy policies, regulations and procedure pertaining to the planning, budgeting, funding, and recreation management. Demonstrated a mastery of large command and preferably regional management of major quality of life program operations including both APF and NAF financial management and policy decisions. Experience and demonstrated success in organizational development, implementation and evaluation. Working knowledge of DoD and Navy organizational structures, long range organizational planning principles, quality of life resources planning and budget principles. Expert analyst knowledgeable in a wide range of qualitative methods for the assessment, improvement and effectiveness of complex management programs and systems. Mastery of preparation and delivery of oral and written presentations, with extensive experience in producing completed staff work and conducting effective meetings. Demonstrated experience in DoD and other executive department officials or staffs on program matters in order to explain and promote programs or to delineate problems impacting Navy operations. Must possess expertise and acumen to originate correspondence, develop Flag level presentations, synopsize issues for senior level management decision making for a variety of operational matters. Initiative, assertiveness, ability, foresight, and diplomacy are requisites for the incumbent in developing, explaining, justifying, persuading, and otherwise dealing with a wide range of complex problems and with people of diverse backgrounds and intentions.
