Our client is a major international operator in the energy sector, involved as a partner in a large-scale Carbon Capture & Storage (CCS) hub development in Southeast Asia. The program targets the development of a merchant CO2 sequestration value chain, with an offshore scope covering a long-distance dense-phase CO2 export pipeline, an unmanned wellhead platform and injection wells in a depleted field. In this context, the project enters a critical FEED stage requiring strong pipeline engineering leadership to secure technical definition, cost/schedule optimization and readiness for EPC tendering.
Mission Context
The mission supports the FEED phase (8–10 months) of an offshore CCS development, with potential continuation into EPC subject to FID. The objective is to ensure the robust technical delivery of offshore pipeline engineering performed by the FEED contractor, while safeguarding compliance (DNV and applicable regulations), HSE expectations and quality standards.
A key success factor is to challenge and optimize the FEED design to derisk constructability and operability for a ~236 km carbon steel offshore pipeline transporting dense-phase CO2 (base case 24” diameter, 5 MTPA with phase-2 potential). Particular focus is required on shore approach options (trenched landfall vs HDD), sensitive environmental constraints (e.g., coral areas), third-party interaction (fishing), crossings and protection philosophy. The role also contributes to governance gates, technical reviews, and the preparation of EPC and long-lead procurement tender packages to ensure seamless transition to subsequent phases.
Scope and consultant Responsibilities
* Lead and coordinate offshore pipeline engineering oversight during FEED, ensuring the FEED contractor delivers a consistent and integrated design across disciplines (route engineering, on-bottom stability, protection, materials, corrosion, installation, pre-commissioning and commissioning).
* Ensure full compliance with applicable laws and regulations, company specifications, and international codes/standards (incl. DNV), including traceability of assumptions, calculations and design decisions.
* Review, consolidate and formally comment FEED deliverables (design basis, route selection, wall thickness and materials, hydraulic/flow assurance interfaces, stability and buckling assessments, protection and crossing design, installation methodology, RAM and constructability inputs).
* Drive design optimization by challenging contractor proposals and promoting technically sound alternatives to optimize CAPEX/OPEX, schedule and execution risk (e.g., shore approach concept selection, installation spreads, protection philosophy, crossing solutions).
* Interface with key specialists and stakeholders (corrosion, geotechnical, flow assurance, metocean, HSE, operations/asset, procurement, project controls) to ensure design consistency and readiness for decision gates.
* Manage and follow-up technical queries, deviations/derogations and waiver processes, coordinating with head office experts to secure timely decisions and approvals.
* Contribute to technical decision-making by preparing recommendations, risk assessments and mitigation plans for project management (incl. key FEED decisions impacting EPC strategy).
* Support preparation of long-lead item (LLI) procurement packages and contribute to EPC tender documentation (CFT/ITT inputs): scope of work, technical specifications, data sheets, deliverables lists, interface requirements, quality requirements and evaluation criteria.
* Participate in and support project technical reviews, audits and assurance activities; provide responses and ensure timely implementation/closure of findings and action items.
* Ensure effective reporting to the Engineering Coordinator/Manager: progress, key risks, critical issues, and proposed corrective actions; maintain a clear action tracker and decision log for pipeline topics.
* Embed HSE-by-design principles and ensure adherence to HSES rules and requirements throughout FEED and tender preparation.
Qualifications / Experience required / Technical competencies
Experience in similar position (years): 10+ years at same or equivalent position with managerial responsibilities
Main technical skills:
* Experience for similar scope required (i.e., design under DNV International Standards, pipeline design including global buckling assessments, pipeline throwing interaction and protection, shore approach design and installation techniques including HDD)
* Strong communication and proficient presentation skills
* Team worker capable of working autonomously
* Excellent organizational ability and commitment to meeting deadlines
Terms & Conditions
* Term : 8 to 10 months (FEED) with potential extension into EPC subject to FID
* Geographical Location : Italy (Genoa) – FEED Contractor office during FEED
* Average daily rate : aligned with senior-level responsibilities and the expertise required for this role. Priority will be placed on securing the right profile.
