The FMWR HSE Supervisor is responsible for implementing and monitoring health, safety, and environmental practices during the operation, movement, and maintenance of Fast-Moving Work-over Rigs. This role ensures that all rig-based activities are carried out in compliance with local regulations, client HSE standards, and industry best practices, minimizing risk to personnel, equipment, and the environment, detail tasks as follow.
General Description of Role and Responsibilities [ but not limited to ]:
HSE Compliance & Oversight
* Supervise and enforce HSE policies and safe work practices at the FMWR site.
* Ensure compliance with national HSE regulations, company HSE procedures, and client-specific requirements.
* Verify that all personnel on site are trained, certified, and equipped with proper PPE.
Rig Safety Operations
* Monitor critical rig activities including rig-up/rig-down, hoisting, pressure testing, well control procedures, and equipment handling.
* Conduct hazard identification, risk assessments (JHA/JSA), and participate in pre-job safety meetings.
* Ensure permits to work (PTW) are in place and enforced for confined space entry, hot work, and lifting operations.
Incident Management & Reporting
* Lead incident and near-miss investigations and report findings to the HSE Manager.
* Maintain site incident logs and prepare daily/weekly HSE reports and KPIs.
* Ensure timely closure of corrective and preventive actions (CAPAs).
Safety Audits & Inspections
* Conduct routine inspections of rig systems, safety equipment, firefighting gear, and emergency response kits.
* Ensure safety signs, barricades, and emergency assembly points are maintained and clearly marked.
* Perform safety drills and coordinate emergency response simulations with rig crews.
Training & Safety Culture
* Conduct toolbox talks, safety inductions, and awareness campaigns.
* Mentor and support rig and service personnel in adopting a strong safety mindset.
* Promote reporting of unsafe conditions and encourage proactive HSE involvement at all levels.
Skills & Competencies
* Strong understanding of rig operations, work-over procedures, and associated HSE risks.
* Knowledge of HSE regulatory frameworks (e.g., OSHA, API RP 54, ISO 45001).
* Capable of delivering training and conducting safety drills under field conditions.
* Incident investigation and root cause analysis skills (e.g., TapRooT, RCA).
* Excellent communication and reporting abilities under high-stress field environments.
Qualifications, Experience, Knowledge and Skills:
* Bachelors degree in Engineering, Safety, or Environmental Science (or equivalent qualification).
* Minimum 8 years HSE experience in oil & gas fabrication yards, offshore projects, or heavy industrial construction.
* Candidates should have a minimum of 5 years of offshore experience in total, with at least the last 3–5 years spent on offshore projects.
* Recognized HSE certifications (NEBOSH IGC/OSHE, OSHA 30-hour, ISO 45001 Auditor, etc.) required.
* Strong knowledge of international HSE regulations and best practices.
* Experience in fabrication yards, heavy lifting, welding, painting/blasting, and load-out operations.
* Familiar with incident investigation techniques (e.g., TapRoot, RCA).
