Bergs & More is an international legal and advisory firm specializing in Project Finance, Public-Private Partnerships (PPP), M&A and development cooperation. We work with sovereign governments, multilateral institutions, development finance institutions (DFIs) and private sector clients across Africa, the Middle East and emerging markets. Our international development practice manages EU-funded programmes and bilateral cooperation projects on behalf of institutional clients and development agencies.
The Role
We are looking for a Project Officer to join our international development team. The successful candidate will support the full project cycle of EU-funded and internationally co-funded programmes: from proposal design and grant applications through to implementation, financial monitoring and donor reporting. This is not a purely administrative role — we expect substantive analytical and writing contribution, with growing autonomy over time.
The position is suited to a professional who has moved past the learning curve of project cycle management and can operate with limited supervision on standard deliverables, while being intellectually curious enough to engage with the complexity of international development finance.
Key Responsibilities
Project Design & Proposal Development
• Research and identify EU funding opportunities (e.g. NDICI-Global Europe, EDF, IPA, LIFE, Horizon Europe) and relevant multilateral calls
• Draft concept notes, full applications and logical frameworks (LogFrame / Results Framework) compliant with donor requirements
• Support Theory of Change design and M&E framework development
• Coordinate inputs from technical experts, legal counsel and financial advisors within the firm
Project Implementation & Management
• Monitor project implementation against workplans, deliverables and budget lines
• Liaise with project partners, national authorities, beneficiaries and donor representatives
• Prepare and review progress reports, financial reports and final evaluations in line with donor standards (EC PRAG, DEVCO, UN guidelines)
• Manage documentation and filing in compliance with audit requirements
Research & Strategic Support
• Conduct country, sector and regulatory analysis in support of new project development
• Produce briefing notes, policy papers and presentations for internal and external audiences
• Contribute to the firm’s business development by tracking funding pipelines and competitor intelligence
Required Qualifications & Experience
• Bachelor’s or Master’s degree in Development Studies, Law, Political Science, Economics or a related field
• 2–3 years of hands-on experience in EU-funded project design and/or implementation (experience with EC grant management is essential)
• Demonstrated familiarity with EU funding instruments and procedures (PRAG, DEVCO/DG INTPA, Horizon, LIFE or equivalent)
• Experience drafting LogFrames, concept notes or full project proposals submitted to European or international donors
• Strong written and verbal communication skills in English (C1 minimum); professional-level French is a significant advantage
• Proficiency in financial reporting and budget monitoring for grant-funded projects
• Solid command of MS Office suite; familiarity with project management tools (Asana, Jira, or equivalent) is a plus
Preferred Profile
Beyond the minimum requirements, the ideal candidate will bring:
• Exposure to international cooperation in African, Mediterranean or Eastern European contexts
• Working knowledge of development finance institutions (World Bank, AfDB, EBRD, EIB) and their procurement / grant frameworks
• Understanding of results-based management (RBM) methodologies
• Experience interfacing with national counterparts, government bodies or international NGOs in a project environment
• Ability to manage multiple concurrent workstreams under deadline pressure, without sacrificing analytical rigour
• Italian language skills are considered an asset for internal coordination
