Job Description:

Within the GCAP Joint Venture, in the GCAP Technical Leadership UO, we are looking for a Delivery Manager – MBSE for GCAP HQ in Reading (UK).

This role reports to the Product Owner - Systems Engineering and is accountable for delivering and continuously improving the digital engineering capabilities that support the MBSE pillar. The focus is on enabling the toolchains, digital thread, and lifecycle environments that underpin model-based systems engineering across the enterprise, ensuring authoritative models replace traditional Office documents or 2D CAD as the primary means of design, communication, and collaboration.

The Product Delivery Manager defines and brings into service the reference architectures and technical baselines for MBSE digital solutions (including Cameo System Modeler, SysML/UML modeling languages, integration with requirements management tool IBM DOORS NG and TeamCenter PLM, configuration and change control, test data management, and evidence capture). The role translates business and engineering needs into a clear capability roadmap and prioritized backlog, and ensures environments deliver end-to-end traceability from requirements through models, analyses, and validation, interoperable with enterprise platforms and adjacent pillars.

The role liaises closely with other DE&D Product Owners and Delivery Managers and with engineering stakeholders to align on standards, interfaces, and adoption, while coordinating boundaries with process and integration owners. Through rigorous backlog management, vendor engagement, and technology evaluations, the Product Delivery Manager ensures the MBSE digital capability delivers the right enabling solutions at the right time in the right way.

Key Capability Accountabilities and Objectives

Product Delivery and Lifecycle Management

1. Own the delivery and continuous improvement of MBSE digital capabilities, including toolchains for SysML/UML modeling, requirements management (IBM DOORS NG), model repositories, configuration/change control, product line/variant management, and digital thread connectivity.

2. Ensure full integration with the DE Digital Thread, guaranteeing end‑to‑end traceability between requirements, models (structure, behavior, interfaces, allocations), analyses, simulation results, verification activities, and test evidence.

3. Translate business and engineering needs into clear product roadmaps, delivery plans, and prioritized backlogs for MBSE capabilities, aligned to program increments and enterprise priorities.

4. Establish and promote best practices for model‑based engineering: requirement flowdown and allocation, architecture definition, behavior modeling (state/sequence/activity), interface and Interface Control Document management, parametric modeling and constraints, simulation‑based verification, and evidence generation.

5. Define and deploy technical baselines, methodologies, and work instructions to enable consistent MBSE ways of working across programs and partners, including integration points with adjacent domains (software/hardware/safety/IVVQ).

6. Drive adoption of models as the authoritative source across the lifecycle—replacing document‑centric practices (Office files, 2D CAD drawings) for planning, reviews, and cross‑discipline communication.

7. Ensure solutions are delivered on time, within scope, and aligned with quality, performance, security, and compliance targets (including applicable regulatory, safety, and certification expectations).

8. Manage upgrades, enhancements, and decommissioning across the digital product lifecycle with minimal disruption to dependent engineering teams and governed data migration plans.

Stakeholder and Business Engagement

9. Capture, challenge, and consolidate capability requirements for MBSE to avoid duplication and fragmentation across teams, suppliers, and partner organizations.

10. Communicate product vision, scope, risks, and progress clearly to both technical and non‑technical audiences; maintain transparent roadmaps and release notes.

11. Develop and implement workforce and cultural initiatives to embed model‑centric behaviors (authoritative models, model reviews, model health metrics), including training materials, onboarding paths, and role‑based enablement.

12. Define and design Domain and Supply Chain access models and onboarding to MBSE repositories, ensuring appropriate role‑based access, data protection, and supplier collaboration patterns.

13. Plan and support business change for transitioning people and processes to MBSE, including adoption milestones, competency frameworks, coaching, and community of practice facilitation.

Governance, Standards and Data Quality

14. Ensure adherence to enterprise standards for MBSE reference architectures, environment baselines, configuration & variant management, and digital thread enablement.

15. Define and enforce data models, taxonomies, naming conventions, metadata standards, and access controls for SysML/UML models, requirements repositories, simulations, test artefacts, and compliance evidence.

16. Establish model governance (reviews, sign‑off criteria, health checks, style guides, profiles/stereotypes), baselining, and branching strategies to maintain digital continuity and auditability.

17. Support regulatory, quality, and audit requirements related to engineering data, traceability, and evidence pathways (e.g., safety cases, assurance cases, qualification/certification submissions).

18. Delivery Execution and Operational Excellence

19. Coordinate delivery across internal teams and suppliers, ensuring clear ownership, accountability, and effective hand‑offs within MBSE scope.

20. Monitor service performance, capacity, availability, technical debt, risks, and dependencies across modeling repositories, integration bridges, and verification pipelines.

21. Drive incident resolution, root cause analysis, and continuous service improvement for MBSE capabilities; implement observability and SLOs for critical services.

22. Balance short‑term delivery pressures with long‑term architectural strategy, maintainability, scalability, and robust data stewardship; guard against tool sprawl and redundant integrations.

23. Vendor and Technology Management

24. Support relationship management with key technology vendors and system integrators for MBSE platforms, IBM DOORS NG, configuration management, and simulation orchestration tools.

25. Support contract management, license optimization, and vendor performance reviews to ensure cost‑effective and compliant operation across programs.

26. Contribute to technology evaluations, proofs of concept, and strategic tool selection to maintain an aligned, interoperable, and future‑ready MBSE capability.

27. Drive technology innovation in automation, model verification, simulation integration/co‑simulation, digital twin alignment, and evidence generation to improve speed, quality, and assurance.

Essential Qualifications

28. Degree in Systems Engineering, Engineering (Mechanical/Electrical/Aerospace), Computer Science, or related technical discipline.

29. Service Management certification (e.g., ITIL) or equivalent experience operating critical engineering services.

30. Project/Programme Management certification (e.g., APM, PRINCE2, or SAFe/Agile) or demonstrable experience managing complex delivery environments.

31. Minimum 10 years of experience delivering MBSE capabilities (SysML/UML modeling, requirements flowdown, architecture & interface management, behavior/parametric modeling, verification & validation, simulation integration).

32. Proven experience in Aerospace/Defence or other regulated, safety‑critical industries, with understanding of regulatory and assurance frameworks.

33. Strong knowledge of model‑based engineering and digital thread enablement across requirements, architecture/design, analysis/simulation, manufacturing constraints, test, and compliance evidence.

34. Demonstrated ability to manage multi‑partner and supplier integration within complex programmes and distributed teams.

35. Excellent communication and stakeholder engagement skills, with the ability to influence and align diverse teams toward common objectives.

36. Strong financial and resource management skills, including planning, budgeting, and cost control for digital engineering capabilities.
