TRAFFIC MANAGEMENT SPECIALIST

Hauptaufgaben
Incumbent serves as the Civilian MCT Traffic Manager for the Italian based MCT Vicenza and directly supervises up to six assigned subordinate civilian personnel. Provides authoritative advice and assistance for the planning, execution, coordination, and administration of the transportation program and practices involving US Forces and NATO Forces equipment and supplies and personnel that move to, from or through Italy, throughout Europe and Africa, and to and from the Continental United States for the 39th Transportation Battalion. Interprets transportation guidelines, policies and regulations to ensure compliance with established plans, policies, procedures and objectives as well as develops and implements local transportation plans, policies and procedures. Monitors and evaluates operational employment of automated transportation computer systems. Provides assistance on the planning and implementation of transportation support program for movement control and modal operations. Plans, programs, coordinates and executes movement of military passengers, military supplies, equipment and humanitarian rations in support of peacetime, contingency and exercise operations into, through and out of the Italian AOR, determining the most efficient economic rates and routes for mode of transport, incoming and outgoing items. Reviews and adjusts plans to incorporate changes in missions and available resources to support missions, peacetime operations and mobilization. Develops transportation plans to support military operations, programs, and activities such as mobilization, training exercises, contingency operations, movement of explosives, hazardous materials and humanitarian efforts. Considers and determines the transportation impacts on military policy decisions. Plans and coordinates the integration of the transportation movement control automation into the military systems. Analyzes related transportation system and distribution plans. Makes recommendations to capitalize on changes in transportation procedures, accommodates unexpected transportation needs and identifies and provides preventive measures for anticipated problems before they arise. Reviews transportation reports and data for both positive and negative trends. Assesses transportation operations for compliance with all regulatory requirements, laws, statutes, and policies. Coordinates transportation actions within the confinements of the command and with high levels of commands and agencies through the 39th Transportation Battalion. Inspects import and export merchandise description, tonnage and volume with the actual cargo. Investigates shipping overages or shortages of suspicious or significant nature. Checks completeness and accuracy of Freight Warrants and Commercial Shipping Documents for both imports and exports to insure compliance with US, Italian and international laws. Insures shipments are delivered to proper consignee. Tracks lost or misrouted shipments and improper shipment procedures. Takes corrective actions to resolve problems. Prepares or reviews all transportation documents for merchandise to include sensitive items, alcohol, tobacco, impediments, vehicles, weapons, and ammunition. Incumbent is continually involved in several areas of transportation functions importing/exporting commodities via rail, highway, air and sea, for units during contingency deployments and training exercises. Provides all related daily, weekly, monthly statistical reports and historical data as required to the MC-South operations section for consolidation to the 39th Transportation Battalion headquarters. Responsible for reporting, approving local national time sheets, overtime and leave requests. Implements effective equal opportunity and positive labor relationship among subordinates, prepares recommendations for performance awards.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break. Incumbent might be asked to perform rotating on-call duty and work overtime hours as needed.
Qualifikationsanforderungen
MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the "Qualification Standards" published by U.S. Office of Personnel Management, as summarized below.
EXPERIENCE: Applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-02 grade level. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: "Dottorato di ricerca"; education must be directly related to the occupation.
