Leap29 is supporting a major international project management consultancy on a large-scale oil & gas complex expansion project in the Mediterranean region. The project involves both onshore and offshore infrastructure and covers the full EPIC lifecycle including engineering, procurement, fabrication, construction, installation, and commissioning.
We are seeking an experienced QA/QC Manager to lead the implementation and management of the Project Quality Management System (QMS) and ensure all project activities meet client specifications, regulatory requirements, and international quality standards.
Key Responsibilities
Quality Management SystemDevelop and implement the Project Quality Plan (PQP) and Quality Management System in line with ISO 9001, API, ASME, and project requirementsEnsure quality procedures are implemented across engineering, procurement, construction, installation, and commissioning phasesCoordinate internal and external quality audits
Quality Assurance & ControlReview contractor and supplier quality documentation including ITPs, welding procedures (WPS/PQR), NDT procedures, and FAT/SAT documentationOversee inspection and testing activities across structural, mechanical, piping, E&I, and coating worksManage NCR, CAR, and quality corrective action processes
Project ExecutionSupervise QA/QC activities across fabrication yards, offshore installations, and commissioning phasesCoordinate third-party inspections, vendor surveillance, and site QA/QC teamsEnsure full traceability and turnover of project quality documentation including Manufacturing Record Books (MRB) and project dossiers
RequirementsBachelor's degree in Engineering15+ years QA/QC experience within oil & gas or EPC projectsStrong knowledge of ISO, API, ASME, and international quality standardsExperience managing QA/QC teams across fabrication, installation, and commissioning phasesStrong stakeholder coordination skills with contractors, vendors, and client representatives
Contract & Working Options
This position is offered through the European entity of a global project management consultancy supporting a major energy operator.
Successful candidates can engage via one of the following options:
Option 1 – Local EmploymentCandidates may be employed through a local company, which will manage Italian payroll, taxes, and statutory benefits.
Option 2 – Independent ConsultancyCandidates may work as an independent consultant, contracting directly with the consultancy's Netherlands entity on a USD day-rate basis. In this case, the contractor will be responsible for managing their own tax obligations and reporting in Italy.
