Request for proposal: Web Platform Development

is seeking a skilled
web development partner
to create a
web app
for an educational training programme aimed at young people aged
15–19
.
The platform should deliver an engaging, gamified learning experience and include the following features:
* Integration of approx. 12 short videos (max. 90 seconds each).
* Gamified learning dynamics such as quizzes and puzzles.
* A reward and scoring system allowing users to save their progress, track achievements, and earn rewards.
* Digital badges (PDF or JPG format) to boost engagement and recognition.
* AI-powered subtitles available in all 24 EU languages.
* Cross-platform accessibility: the app should run seamlessly on desktops, tablets, and mobile devices, with no download required.
* Security: implement security measures to protect user data and ensure privacy compliance with GDPR.
The user will experience in the web app must provide the following framework:
* Home page
: it will provide information on the goals of the project, a description of the promoters, information on the structure of the educational course and how the game operates, a description of the characters, a button to select the preferred language, a form where users will be able to register their account to be used in the game and networking page via an email address, a button to access the actual gaming web app and one to access the live chat room.
* Splashscreen
: a screen that pops up for a few seconds after clicking the button to access the web app. It will contain the logos of the promoters of the project.
* First view
: the first actual screen of the web app will feature a button to advance in the experience and go to the next game screen, a settings button to enable/disable sound and music and another to switch language.
* Menu:
on this screen, the user can view the list of thumbnail previews of the educational video content. On first access, the user will only be able to view the first video, or mini collection of videos, while all others will be locked and impossible to view. This is because the game dynamic implies that each video, or mini collection of videos, constitutes a game level and only by passing one level it will be possible to enter the next one. On this screen, there will also be a "Home" button to go back to the Home Page.
* Video player
: when users click on a video, a screen with an intuitive interface will be displayed to view the content. On this screen, there will be the video display area and the video control functions (play/pause, rewind/fast forward, progress bar, volume control, fullscreen button)
* Game
: at the end of the video, a screen will open with a game to test the user's understanding of the content just watched. The games will be of different types (quiz, visual novel, puzzle game) and will be picked randomly from a pool of 3, to allow users to play again and test themselves with a new game. Completing the game will unlock the following video content.
* Score
: based on the number of correct answers and the time taken to answer the tasks in the game, the user will receive a score.
Initial testing reach: 1,000 participants
Platform Scalability: 5-year programme uptake.
Long-term vision: The architecture must support scalable growth to millions of users.
