Project Context and Scope
Under the supervision of the Director of the Coordination Office for the Mediterranean and the Chief of Mission in Italy and Malta, and in coordination with the DTM Europe Project Coordinator in the Regional Office of IOM in Vienna and the Project Development Officer in Italy, the consultants will report to the DTM Focal Point for Italy and support the implementation of the DTM Flow Monitoring Surveys. The consultants must complete mandatory IOM training and attend a one-day DTM training before starting their consultancy.
Duty Station
Various locations in Italy, especially, but not limited to Sicily (mainly in Catania, Messina, Siracusa, Ragusa), Calabria (mainly in Isola di Capo Rizzuto, Roccella Jonica, Reggio Calabria), Puglia (mainly in Taranto, Brindisi, Bari), Lombardy (Milan), Liguria (Ventimiglia).
Travel will be required only inside the duty station Region.
Duration of Consultancy
The duration of the assignment will consist of 2–3 rounds of Flow Monitoring Surveys (FMS) in Italy, with each round expected to last approximately 2 to 4 months in 2026 and 2027 with a flexible start date. The first round of FMS activities is tentatively scheduled to start in mid-June 2026.
Nature of the Consultancy
Category B: Consultancy- Data Collector (Displacement Tracking Matrix / DTM)
Objective
To provide humanitarian organizations and national authorities with data on the numbers, routes, and reasons for migrants seeking to reach Europe.
Target
Provide reliable information on the current flow of migrants towards Europe.
Payment
Monthly payments based on achievement of targets on a weekly basis, paid on a monthly basis.
