NOTE: This is a trainee position, target UA-02. Position may be filled at the UA-04, UA-03 or UA-02 grade level. If position is filled at the UA-04 or UA-03 grade level, incumbent may be promoted non-competitively to the next higher grade level upon completion of necessary training and after he/she has met the necessary qualification requirements, quality of experience and upon recommendation of the supervisor.

Hauptaufgaben
Incumbent serves as the Protocol Operations Specialist for United States Army Southern European Task Force, Africa with the responsibility to coordinate protocol requirements for ceremonies, visits and related functions for the SETAF-AF Command, as well as to coordinate and execute multiple aspects of protocol required support for distinguished visitors (DVs), ceremonies, Battle Staff Rides and conferences, and other social events (both national and international) crucial to the fulfillment of official duties. Responsible for fostering favorable impressions of the command, command group, and command activities with high-level military, civilian, foreign, and domestic distinguished visitors. Manages and completes local national protocol related request and official procurement functions under the instruction of the Director of Protocol. Coordinates with Venice Airport General Aviation (VCEGA) and IT Air Force, military side for military aircraft arrival and departures for distinguished visitors. Serves as an interpreter at meetings between U.S. Personal Security Officers and the Chief of Medical Emergency Services (SUEM 118) of the host nation Hospitals in Vicenza, Mestre, and Treviso to establish Health Emergency Response Plans (HERP). Liaises with Carabinieri Commanders for distinguished visitor escorts, honor guard, post access, and sensitive security matters. Serves as the primary protocol liaison with Italian civilian and military officials at the national, inter-regional, regional and provincial levels for logistical matters in support of high-level distinguished visits. Interacts with host nation personnel as required/directed, ensuring U.S. and military protocol standards are maintained while incorporating host nation customs and courtesies. Conducts detailed coordination with the command directorates and with host nation personnel to ensure social events are successfully planned and executed. The incumbent makes recommendations to the Director of Protocol to revise or improve protocol plans, especially when the results would impact the reputation of the Command, and presents recommendations for program changes/improvements. Participates and/or is responsible for logistical planning and organizing of official, on- and off-post functions attended by high-ranking authorities, both military and civilian. Coordinates and organizes venues and catering for official luncheons, dinners, receptions, military balls and gatherings hosted by senior leadership. Provides biographical data on guests and visitors based on consideration of governmental and military structure and international relations. Translates official documentation such as invitations and reception/ceremony programs from English into Italian in final form. Maintains translated documents and materials. Facilitates communication through translation for staff members of all levels. Briefs personnel on protocol requirements. Notifies the Protocol staff of distinguished visitors by U.S. and Allied Country General Officers and civilian equivalents, up to ambassador level, for special instructions or input for the program. Serves as primary escort and/or monitors itinerary on dates of proposed visits to ensure proper visit execution. Reserves billeting, completes purchase requests for contracted hotels, as required. Processes badge requests for distinguished visitors and contractors. Performs driving duties in support of distinguished visitors, as required. Key asset in the management of the logistical and acquisition requirements for conferences, military exercises and events hosted by SETAF-AF in Italy, Europe and Africa. Coordinates supply and specialty orders in support of conferences and major exercises. Ensures logistical arrangements have been made for conference attendees. Reviews protocol logistical activities and initiatives for responsiveness to command requirements and assures continued responsiveness to changing conditions. Provides rear support for major military exercises. Travels to designated locations to assist with protocol requirements for the Commander and senior staff. Coordinates conference requirements with local and off-site proponents. Escorts distinguished visitors to, from, and during events. Maintains official records of distinguished visits, reference material, and administrative files. Transcribes, drafts, and prepares both English and Italian correspondence. Serves as a Government Purchase Card Holder and Procurement Officer for Protocol, Command Group, EO, HHBN and other SETAF-AF Units in Vicenza and Africa. Responsible for Command Group DHL service accounts. Supervises the maintenance and management of a fleet of four government vehicles.
NOTE: Tour of duty is 40 hours per week, Monday through Friday from 8.00 to 17.00, including a 1-hour uncompensated lunch break.
However, incumbent must be able to work on irregular hours, holidays, or weekends.

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the "Qualification Standards" published by U.S. Office of Personnel Management, as summarized below.
EXPERIENCE:
At the UA-04 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-05 grade level.
At the UA-03 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-04 grade level.
At the UA-02 grade level, applicants must have a minimum of 1 year of Specialized Experience equivalent to at least the UA-03 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
At the UA-04 grade level: Diploma di Laurea triennale plus 30 CFU towards a Laurea Magistrale/Specialistica.
At the UA-03 grade level: Diploma di Laurea triennale plus 60 CFU towards a Laurea Magistrale/Specialistica or Diploma di Master universitario di primo livello.
At the UA-02 grade level: Diploma di Laurea Magistrale/Specialistica.
At all grade levels education must be directly related to the occupation.

Incumbent must be able to obtain and maintain:
- the military driver's license equivalent to Italian driver's license type "B" in order to operate U.S. Army vehicles while performing escort duties in support of distinguished visitors;
- a NATO security clearance;
- an Italian Airport Operator training certificate IAW ENAC law;
- a Government Purchase Card.
NOTE: Position requires travelling to designated locations to assist with protocol requirements for the Commander and senior staff.
