Overview

Position and closing date: Single posting. Location: N’Djamena with frequent travels to field locations. Duration: one year contract (with possible extension). Start date: as soon as possible. Deadline for application: the position will be filled as soon as a qualified candidate is identified. Applications are accepted in both French and English. Lutheran World Federation (LWF) World Service is the humanitarian and development arm of the Lutheran World Federation. Since 2007, LWF has operated in Chad, implementing humanitarian assistance and development programs in Moyen Chari, Logone Orientale, Logone Occidentale, Chari Baguirmi, Lac, Ouaddaï, Sila, and N'Djamena. Intervention sectors include food security, protection, climate-resilient livelihoods, water, hygiene and sanitation (WASH), nutrition, and education, aligned with the 2025-2031 national strategy. Gender, inclusion, and diversity are cross-cutting themes integrated into interventions. Partners include DI/Ekony Katastrophenhilfe, CLWR, ELCW, ELCA, GNC; UNHCR, UNICEF, WFP; governments (Canada-GAC, Germany-GFFO); foundations and other donors. The program plans to expand to the east (Wadi-Fira and Ennedi) with flexibility for new needs and funding contexts. Operations are coordinated from field offices with a national coordination office in N'Djamena.


Purpose

The Program Coordinator is responsible for the overall supervision of operations and ensuring the quality and development of the Chad program. The position is based in N'Djamena with frequent travel to intervention areas. This senior role requires effective diplomacy, analytical competencies, facilitation skills, and integrity. Representation and networking skills are essential. Fluency in French is a requirement.


Key Responsibilities

* Lead and represent LWF Chad as part of the country program management team; promote effective analysis, design, communication, and management of implementation teams with accountability to beneficiaries, partners, and donors.
* Coordinate activities to ensure quality implementation in emergency and recovery contexts; contribute to program development, fundraising, and strategic direction.
* Support professional development of program staff, identify capacity-building needs, and participate in recruitment of competent staff.
* Ensure activities comply with donor requirements, LWF principles, code of conduct, policies, and directives; foster partnerships and capacity development at all levels.
* Monitor planning and budgets; review narrative and financial reports; supervise PMER unit and ensure activity info tools are used effectively.
* Organize field visits, validate reports with field realities, and discuss gaps with area or project managers.
* Coordinate and participate in staff coordination meetings with area coordinators, project managers, and support heads; liaise with Regional and Geneva-based teams for guidance.
* Oversee orientation, performance objectives, and performance reviews; manage operations staff per HR policies and resolve workplace conflicts.
* Collaborate with logistics, procurement, and asset management across sub-offices.
* Engage stakeholders to coordinate operations with government, UN agencies, international NGOs, and donors; contribute to fundraising and advocacy efforts.
* Support country director and regional grant manager in identifying funding opportunities and project submissions; lead or participate in advocacy initiatives with partners.
* Contribute to proposal development, reporting, and other program documents; ensure deadlines and staff involvement.

Required Qualifications

A university degree in a field relevant to humanitarian, development, social, or program management, or a technical field related to LWF's areas of intervention, with substantial experience in project/program coordination or management.


Knowledge and Experience

* Minimum 5 years of national coordination experience in humanitarian/development settings similar to LWF.
* Technical expertise in one of LWF intervention sectors (Climate and Livelihood, Protection and Social Cohesion, Emergency Response, WASH).
* Demonstrated leadership in developing teams; ability to manage complex work in challenging conditions with limited resources.
* Strong communication, facilitation, and networking skills with tact and diplomacy.
* Willingness to travel within the country, including to remote or insecure areas, to support staff and ensure quality operations.
* Experience with donors and grants management (UN agencies, government donors, foundations, etc.).
* Experience in local and international advocacy.
* Knowledge of LWF or related agencies is an asset.

* English: working level (verbal and written).
* Arabic and/or other regional languages: advantageous.

Main Duties

Leadership

* Contribute to strategic direction as a member of the LWF Chad management committee; build an effective, evolving team.
* Ensure comprehensive coordination of the LWF program in Chad to guarantee quality in emergency and recovery contexts.
* Contribute to program development through fundraising, strategic direction, and innovative perspectives.
* Support professional development of program teams and participate in recruitment of staff.

Management and Coordination

* Ensure activities comply with donor requirements, LWF principles, code of conduct, policies and directives.
* Foster partnerships and capacity development; ensure harmonious project implementation.
* Monitor project planning and budgets; review reports for all projects; submit timely.
* Supervise PMER unit and ensure planning, monitoring, evaluation, and use of tools (Activity Info).
* Organize field visits and discuss gaps with managers; coordinate staff meetings with area coordinators and heads of support units.
* Collaborate with Regional Program Coordinator and Geneva advisers for strategic/technical guidance.

Personnel Management and Collaboration with Support Units

* Orient new staff; develop performance objectives and conduct reviews for teams under responsibility.
* Manage operations staff per HR policies; anticipate and resolve workplace conflicts.
* Collaborate with logistics, procurement, and asset management in sub-offices.

Communication, Networking, and Fundraising

* Engage stakeholders to coordinate operations with government, UN agencies, international NGOs, donors, and civil society.
* Support the Country Director and Regional Grant Manager to identify funding opportunities and manage project submissions.
* Lead or participate in advocacy with other actors and NGOs; contribute to proposal development, reporting, and other required documents.
* Ensure involvement of staff in preparation of project documents according to formats, requirements, and deadlines.
* Open to both national and international candidates who can work independently.
