PuPosition : /u Senior GIS (Geographic Information Systems) Analyst / GIS System Manager /ppuLocation : /u Plummer, ID /ppuJob Id : /u 2022.027R /ppbOpenings : /b 1 /ppSenior GIS (Geographic Information Systems) Analyst / GIS System Manager (GIS Analyst, GIS Systems Manager) /ppuType : /u Permanent Full-time /ppuClassification : /u Technical /ppbSummary /b /ppUnder the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and coordinating work activities to meet schedules and goals. Duties include: /polliGIS system and database design, creation, and maintenance /liliProject coordination /liliClient services /liliGeo-spatial product production /liliUnmanned Aerial Systems (UAS) operations /li /olpWorkload ranges from moderate to heavy, serving tribal-wide scope, and may include work for other tribal, state, and federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, or military organizations. The position reports directly to the Tribe's IT / GIS Manager and involves work in both office and field settings, including outdoor activities under various weather conditions and in vehicles. Fieldwork may involve GPS and UAS equipment in remote areas, with occasional lifting of equipment up to 70 lbs. /ppbDuties and Responsibilities /b /pulliCoordinate technical GIS projects, plan and organize work, report progress, and recommend improvements /liliDesign, create, and maintain the Tribe’s Enterprise GIS System, data, and software /liliAssist in data backup and security measures against malware /liliManage enterprise GIS databases using SQL Server, Esri geodatabases, shapefiles, and Access /liliAssess and procure new data needs /liliPerform advanced raster and vector GIS analysis /liliCreate cartographic maps, reports, imagery, and GIS products /liliDevelop project-specific GIS applications and customize existing ones /liliImplement quality control measures for GIS projects /liliProvide technical support to GIS staff and users /liliDevelop and deliver GIS training and present at workshops and conferences /liliEvaluate new GIS technologies and products /liliManage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing /li /ulpAdditional UAS duties include scheduling flights, ensuring safety and regulatory compliance, processing imagery, and managing the imagery library. /pulliAssist in GIS product and service recommendations and budget preparation /liliParticipate in staff hiring processes /liliAttend professional development events /liliManage grants related to GIS projects /liliSupervise GIS staff and interns /liliPerform other duties as assigned /li /ulpbQualifications /b /pulliSupport the Tribe’s vision, mission, and values as per CdA Resolution 015(2020) /liliComply with tribal health policies, including vaccination requirements /liliBachelor’s degree in GIS or related field plus at least four years’ experience in GIS and database management, or a total of at least six years of relevant experience and education /liliProficiency with Windows Server and desktop OS /liliKnowledge of Microsoft SQL Server, Esri geodatabases, ArcGIS software, and programming languages (Python, SQL, .NET, HTML, JavaScript) /liliExperience with GIS peripherals, mobile apps, raster data, and digital cartography /liliExperience with UAVs, including flight planning, operation, and imagery processing /liliAbility to work independently and in teams, with extended hours and travel as needed /liliAbility to obtain FAA Part 107 Remote Pilot certification /liliKnowledge of habitat conservation, land management, and GIS applications in natural resources /liliStrong research, presentation, problem-solving, and multi-project management skills /li /ulpApplicants may undergo interviews and hands-on testing.
