Prepare the local yearly EHS plan consistent with Alstom strategy and objectives.
Mobilize and coordinate with others to meet those objectives and deploy the plan.
Monitor the right deployment of the plan.Ensure EHS Risk Assessment is done & appropriate measures to control risks are defined for the Site.Prepare, implement and maintain emergency plans at Site level.Make sure activities of sub-contractors are under control with respect to EHS, especially where interfaces are involved with other contractors or operational areas.Has full authority and must stop any operational activity resulting in an immediate high risk to People or the Environment.Lead the EHS function in the siteMonitor, assist, coach, assess, develop the EHS teams in the siteConduct induction programs for new EHS people in the site.Involve social and medical partners and communicate with them about EHSDevelop Site EHS Management SystemDevelop, deploy and maintain the local procedures and tools applicable to the Site specific for EHS Management System in line with Transport & Country/Cluster EHS Management SystemEnsure that Alstom EHS standards and tools (Alstom Zero Deviation Plan (AZDP), Transport Operational Performance in Environment, Transport Key processes) are deployed at Site level.EHS ComplianceMonitor compliance with all relevant statutory, regulatory, contractual and company requirements & propose actions to correct any gapMaintain appropriate records and documentation of the Site.Monitor historical pollution & associated risksDevelop EHS culture in the siteInfluence the site EHS performance: facilitate change and EHS continuous improvementBuild the site EHS communication planPrepare and implement an EHS training plan and program with the support from HR and a local EHS communication plan.Report, Measure & ReviewEnsure that Accidents/Incidents are first prevented, and when occurring, reported, recorded, investigated and analyzed.
Establish and communicate Return of Experience (REX) reports in case of severe or potentially severe accidents.
Ensure Alstom EHS call for actions are deployed at site level.Prepare and submit monthly EHS reports.
Feed EHS reporting system in line with Group reporting requirements.
Is accountable for data quality of the Site.Organize and lead internal EHS audits and inspections of the EHS reporting process in the Country/ClusterPerformance measurementsInjury Frequency Rate (IFR) 1 & IFR 2Fatality / severe accidentsSafety Observation Visit (SOV) number or other leading indicatorsHealth and wellbeing (Occupational diseases, ergonomic)Environment (Energy, water, waste, Transport Operational Performance in Environment, Volatile Organic Compound,..)Main Required CompetencesEducational RequirementsUniversity Engineer or Business DegreeHealth & Safety Qualification recognized by the enforcing authorities in the country of operation (when required)Degree level Environmental Qualification to Diploma or Degree levelExperienceMandatory:Professional experience between 5 and 8 years (depending on the size of the Site).Experience of almost 3 years in Environment, Health & SafetyHighly recommended experience in manufacturing sites or Regional CentersGood knowledge and understanding of ISO14001 and ISO45001Deep knowledge of local legal requirements.Experience in railway is a plusTeamwork and leadershipInitiative and action drivenAnalytic thinking, rigorous mindsetContinuous Improvement toolsYou don't need to be a train enthusiast to thrive with us.
