The Global Partner Countries Division (GPC) supports resource mobilization at the organizational and country levels through engagement with governments and public institutions. The Thematic Team, created in 2021, advances WFP’s work in climate, resilience, social protection, and nutrition, focusing on strategic fundraising beyond humanitarian aid.
Organizational Context
WFP seeks a Government Partnerships Officer for Social Protection, based at Headquarters in Rome.
Job Purpose
WFP relies on voluntary contributions, making partnerships with public sector donors crucial. Fundraising in social protection is growing, requiring targeted strategies and expertise in financing this area.
Responsibilities
1. Lead the development and implementation of a government donor engagement plan for social protection, fostering partnerships aligned with WFP’s strategic goals.
2. Position WFP’s value proposition to social protection donors, develop tailored engagement materials, and support policy dialogues at various levels.
3. Guide regional and country teams on partnership strategies, proposal writing, and best practices, updating programming portfolios accordingly.
4. Maintain up-to-date donor intelligence and promote its use within WFP.
5. Coordinate the Social Protection Trust Fund, managing donor relations and reporting.
6. Manage the social protection partnerships portfolio, identifying opportunities for expansion and collaboration.
7. Support high-level engagement and advocacy, providing strategic insights and recommendations.
8. Assist in designing partnership proposals and negotiations, ensuring compliance with standards and visibility requirements.
9. Support WFP’s positioning with governments and institutions where present, based on socio-political insights.
10. Perform other duties as required.
Qualifications and Experience
Education: Advanced degree in International Development, Economics, International Relations, or related fields.
Experience: At least 8 years in partnership roles, with expertise in social protection policy, financing, and programming.
Skills and Knowledge
* Experience in developing multi-stakeholder partnerships and advocacy events.
* Proven ability to build long-term relationships and expand engagement across sectors and regions.
* Resource mobilization, negotiation, and strategic planning skills.
* Ability to use data for decision-making and to create effective external messaging.
* Experience with system improvements and partner intelligence platforms.
Languages
Fluency in English required; knowledge of Spanish, French, or Arabic is advantageous.
