Summary
Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and coordinating work activities to meet schedules and goals. Duties include:
1. GIS system and database design, creation, and maintenance
2. Project coordination
3. Client services
4. Geo-spatial product production
5. Unmanned Aerial Systems (UAS) operations
Workload ranges from moderate to heavy, serving Tribal-wide needs and potentially other tribal, state, and federal agencies. The environment is hierarchical, similar to tribal, federal, or military organizations. The position reports directly to the Tribe's IT / GIS Manager. Work may occur in an office, outdoors under various weather conditions, or in vehicles, including remote fieldwork using GPS and UAS equipment. Duties may include lifting up to 70 lbs.
Duties and Responsibilities
* Coordinate technical GIS projects, manage resources, and report on progress
* Design, create, and maintain the Tribe’s Enterprise GIS System and data
* Assist in data backup and security measures
* Manage enterprise GIS databases, including SQL Server and GIS-specific file databases
* Assess and procure new data sources
* Perform advanced raster and vector GIS analysis
* Create high-quality maps, reports, and GIS products
* Develop project-specific GIS applications and processes
* Implement quality control for projects and products
* Provide technical support to GIS staff and users
* Conduct GIS training sessions and present at workshops
* Evaluate new GIS technologies
* Manage the Tribe’s UAS Program, including flight planning, operation, data processing, and library management
* Assist with GIS product recommendations and staff evaluations
* Participate in professional development activities
* Manage grants related to GIS
* Supervise GIS staff in the absence of the GIS Manager
* Perform other duties as assigned
Qualifications
* Support the Coeur d’Alene Tribe’s vision, mission, and values
* Comply with tribal health policies, including annual flu vaccination
* Bachelor’s degree in GIS or related field plus at least four years’ experience in GIS and database management, or a total of at least six years’ relevant experience and education
* Proficiency with Microsoft Windows Server and desktop OS
* Knowledge of Microsoft SQL Server, Esri Geodatabases, ArcGIS data models, and Esri software (Desktop, Enterprise, mobile apps)
* Experience with raster compression, GIS software programming languages (Python, SQL, .NET, HTML, JavaScript)
* Experience with GIS peripherals and graphic editing software
* Experience with UAV systems, including flight planning, data collection, and post-processing software like Drone2Map
* Knowledge of habitat conservation, land management, and GIS applications in natural resources
* Strong research, presentation, and problem-solving skills
* Ability to work independently and in teams, with flexibility for extended hours and travel
* Ability to obtain FAA Part 107 Remote Pilot license
