General Description and Missions
Within a GBU, the Procurement Product / Bid / Project Specialist supports procurements that are part of a bid, project, or product delivery. In the integrated team, he/she represents and promotes the procurement organisation. He/she provides the best procurement solution (competitiveness, quality, on-time delivery), fulfilling customer needs and aligning with Thales procurement strategy led by the Global Category Managers. To this end, and to introduce supplier innovations to our solutions, he/she will play a key role in the early stages (pre-Gate 1/definition phase) of bids, projects, and/or product team activities.
Context & Position within the Company
Located within their region, the PPM must maintain close links with the business and supply base.
* Bearing contract responsibilities for all suppliers' contracts.
* Implement and follow up on procurement contracts to secure quality and timely deliveries.
* Encourage cross-functional collaboration during design and validation.
* Ensure supplier compliance with commercial and technical requirements.
* Systematically perform competitive tendering to increase savings opportunities, ensuring flow-down of customer T&Cs involving relevant category buyers for bid/project contract definition.
* Always focus on Total Cost of Ownership (TCO) approach.
* Perform value analysis and identify cost drivers.
Mission and Responsibilities
The Procurement Product / Bid / Project Specialist’s main mission is to develop and promote Thales procurement competitiveness internally and externally (customers, consortia, etc.). His/her main tasks include:
* Challenging acquisition needs and requirements, promoting design-to-cost analysis with suppliers during the definition phase to increase solution competitiveness and define acquisition strategy, considering:
* The available market offers / innovations or breakthroughs.
* Make-or-buy analysis (structural and project-oriented).
* Prime contract requirements, with appropriate flow-down according to the acquisition context.
* Market access criteria (KIP, partnership, ToT, etc.).
* Thales Group procurement policies.
* Organizing acquisition needs into procurement work packages.
* Legal and regulatory requirements (export control, environmental rules, social regulations).
* Defining the acquisition plan to optimize procurement costs with support from category managers.
* Executing the acquisition plan during project and production phases, monitoring targets (time, quality, TCO, risks & opportunities), and updating procurement dashboards.
* Liaising with operational teams and category buyers to monitor procurement execution.
* Defining and monitoring contractual requirements.
* Ensuring compliance with the 'Manage Acquisition' process as per Chorus 2 and using procurement tools (e-Acquisition, ERP, etc.).
Requirements
Experience in procurement is necessary. Experience in designing solutions for customers is a plus.
