The primary objective of this role is to oversee and manage the tendering process from start to finish, ensuring seamless execution, compliance with regulations, and high-quality outcomes.
Key Responsibilities :
* Manage and supervise tender participation on behalf of the company, ensuring a correct presentation of documents required from public customers.
* Accurately understand tender contracts and quotations as required, managing a workforce in alignment with strategy and guidelines provided by superiors and Commercial Operations Director and / or Manager.
* Monitor new tenders through daily analysis of tenders selected by external companies or published on government portals to understand their requirements and specifications and identify those of interest to the company.
* Ensure the entire tendering process is efficient, compliant with regulatory requirements, and of high quality from processing to award, monitoring volumes.
* Manage data processing for site and price changes.
Analysis and Evaluation :
Analyse the results of contracts (won / lost) and calculate market share in cooperation with Marketing.
Development and Maintenance :
Ensure the correct development and follow-up of 'contracts' software and IT tools essential for the smooth running of the department.
Training and Development :
Train staff (new and existing) to improve skills and understanding.
Process Improvement :
Monitor and suggest improvements in processes and procedures.
Performance Management :
Write and manage performance reviews to improve competencies, linking performance to merit enhancement and ensuring employees have the appropriate training and resources to do their jobs.
Employee Relations :
Resolve any issues regarding employee relations and maintain a high-quality work environment to motivate employees to perform at their highest level.
Support Functions :
Support the Manager in day-to-day operations, including development, analysis, and implementation of staffing programmes, training, planning, and recognition.
Work as a member or leader of special or ongoing projects that are important for area / process improvement.
Qualifications :
Degree in law, economics, or related disciplines or diploma with relevant experience.
Preferred Qualifications :
Tenders and Contracts preferably in the biomedical sector.
Legislative Decree 36 / 2023 (Public Contracts Code)
Excellent knowledge of English language (written and spoken).
Experience in managing administrative, economic, and technical documentation to participate in public tenders as well as in issuing quotations to private customers.
Experience in optimizing internal tender management processes, including digitization and KPI monitoring.
Ability to work in multidisciplinary teams and manage complex projects.
Thorough knowledge of international medical device regulations.
Regulatory knowledge :
Documentary and administrative management skills.
Experience in the use of management software and tools to participate in electronic tenders.
Ability to write clear documents and interact with various internal and external stakeholders.
