TITLE: Knowledge Manager, (Digital Engagement)

1. Post Summary

Headquarters Allied Joint Force Command Naples provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO), including deterrence, through Crisis, up to the Maximum Level of Effort (MLE), in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR. Supported by the Single Service Commands, Allied Joint Force Command Naples integrates allocated forces, including NATO Force Structure entities, and synchronises activity to achieve operational objectives. It maintains comprehensive, regional focused, situational awareness, leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEUR’s Area of Responsibility, with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance, liaison, and coordination, and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force.

The NATO Strategic Direction -South Hub (NSD-S Hub) contributes to information sharing, situational awareness and comprehensive understanding for both the operational and strategic levels to inform decision making. Monitor and assess the dynamics in the operating environment of the South and contribute to coordination and synchronisation of NATO’s activities in the South.

The Head of Knowledge Management and Engagement (KME) is responsible for identifying, directing, validating, prioritizing, coordinating, and fusing NSD-S-related information and knowledge requirements and deliverables. The KME is responsible for reporting/advising the military and political strategic levels on NSD-S events while informing the tactical level. The incumbent establishes, develops and manages cross-functional and interagency information sharing tools to ensure access and dissemination of NSD-S Hub deliverables contributing to the establishment of a fused and comprehensive common picture of the situation in the South

The Knowledge Management Centre (KMC) oversees, reviews, fuses and coordinates the main work of Knowledge Management and Engagement planning, information and knowledge gathering efforts, internal and external engagements, and develops and establishes formats, procedures and standards to maintain overall coordination, communication, accessibility, currency and accuracy. It ensures the coordination with IS, IMS and Strategic Commands and the dissemination of Hub products that contribute to a fused understanding and situational awareness in the NSD-S area.

The NSD-S Hub shares information, builds networks, and establishes contacts with international, national and regional organizations within the NSD-S area and organizes workshops, seminars, studies, and other key events which are delivered and facilitated in Arabic, French and English for which there is a concurrent need to ensure coherence in digital communications and narratives including the hostile narratives sponsored by global power competitors across the region. Consequently, the incumbent will share information, build networks, and establish contacts with international, national and regional organizations within the NSD-S area and organize workshops, seminars, studies and other key events

which are delivered and facilitated in Arabic, French and English. The incumbent will be responsible to ensure coherence in digital communications and narratives.

The incumbent's duties are:

- Provides cultural advice to the KMC and NSD-S Hub Staff regarding Arab culture, identities, traditions, values, iconology, diversity, gender roles, cultural sensitivities (differences from region to region), religious beliefs and perspectives, including the local perceptions of NATO.

- Provides appropriate and tactful Arabic/French content in terms of wording, structure and style in all Hub communications and products, to ensure accuracy and to avoid misconceptions, linguistic/cultural faux pas, misinterpretation or inaccuracies.

- Assists with the organizing of Webinars with Subject Matter Expert panellists from across the assigned area, and participating as a Moderator and Interpreter in relation to the Arabic and French cultural and linguistic aspects.

- Assists with the management of the NSD-S Hub social media instruments to ensure proper communication with Arabic and French speaking audiences.

- Responsible for designing, implementing, analysing and reporting of the digital media strategy to KMC Section head.

- Ensures the digital strategy is transferred into daily and weekly campaigns that are timely, drive engagement and reviewed in real time.

- Planning and executing all digital marketing, including email, social media and display advertising and promotion campaigns.

- Measures and reports on performance of websites and digital campaigns and assess effectiveness.

- Identifies trends and insights, and optimizes spending and performance.

- Presents proposals, progress reports and revised strategies to KMC Section Head.

- Collaborates with the NATO STRATCOM community to monitor new directives and policies and update strategies

(Develops and delivers content for use on social media to support the organizations’ work and values.

- Analyses and assesses data and prepares reports on social media performance, and assists with campaign performance reports for wider audience teams.

- Assists the KMC section head with delivering in-house social media training, support and in the development of best practices guidelines.

- Assists with developing and engaging with a network of influencers and partners/peer organizations in the South to achieve NSD-S Hub objectives.

- Develops digital assets and content creation to support communication efforts e.g. infographics, social media shareables, video.

- Provides creative input, initiatives, research and development for new interactions online to enhance communication in the South.

- Manages quality and consistency of content and identifies opportunities to improve engagement across the NSD-S Hub social media channels.

- Monitors, measures and responds to audience feedback and data to propose and develop technical improvements for audience engagement through online channels.

-Responsible for translating from/to Arabic, French and English of: publications; technical documents;letters; social communiqués; speeches; reports; presentations; and newsletters to ensure the information reaches the target audience in the manner intended.

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

Undertakes work as part of a project team, leading a project or working group as directed or assigned.

Represents the NSD-S Hub and deliver presentations in events as directed.

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply. The risk of injury is categorised as No Risk.

4. Essential Qualifications

a. Education/Training

University Degree in a post-related education field, with 2 years of function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation, with 4 years post related experience.

b. Professional/Experience

- Minimum 4 years’ experience in communication of data, voice, text and image.

- Minimum of 5 years’ experience working in an international, multicultural environment.

- Minimum of 5 years’ experience as Interpreter/Translator in Arabic, French and English.

- Extensive cultural awareness and knowledge of the nuances and dynamics appertaining to the MENA region, ideally gained from a protracted period of living and operating within the region.

- Knowledge of NATO policy and procedure

c. Language

Arabic – SLP 4444 - (Listening, Speaking, Reading and Writing)

English - SLP 4343 - (Listening, Speaking, Reading and Writing)

French - SLP 4343 - (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. Desirable Qualifications

a. Professional Experience

- Knowledge of the NATO Strategic Communication Framework.

- Graphic applications user (subtitling/content creation).

- Internet User (Social Media, website management, online conferencing)

- Extensive knowledge of military and non-military professional, multi-cultural environments.

b. Language

• Personal Attributes:

-Handles multiple projects simultaneously, demonstrating expert “shift” capabilities.

-Demonstrates ability to prioritise multiple requests quickly and efficiently in an autonomous manner to ensure deadlines are met.

-Possesses excellent communication skills, demonstrating tact and sensitivity when working with a large variety of colleagues from diverse civil/military/cultural backgrounds and with differing academic experiences.

-Shows initiative and drive and is willing to travel at short notice.

-Works well both as a team member and autonomously.

-Possesses professional public speaking/presentation skills.

• Professional Contacts: Regular professional contacts with others inside and/or outside immediate organisation on functional matters regarding a wide variety of topics and circumstances. Such contact provides the base for the position to solicit/give information and provide advice.

• Contribution To Objectives: The Hub message requires coherence in digital communications and narratives in order to reach and affect the Arabic and French speaking worlds, as it does the English speaking world, through social media and website tools. The incumbent’s contribution is expected to be the spearhead of this achievement.

7. CONTRACTThe successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract.The basic entry-level monthly salary for a NATO Grade G15 in Italy is Euro 5,725.22 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.8.
