Summary
Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and in coordinating work activities to meet established schedules and goals. Duties include specific tasks within seven areas of responsibility :
1. GIS system and database design / creation and maintenance
2. Project coordination
3. Client services
4. Geo-spatial product production
5. Unmanned Aerial Systems (UAS) operations
Workload ranges from moderate to heavy. The scope of work is Tribal-wide, potentially including work for other tribal, state, and federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, or military organizations. The position reports directly to the Tribe's IT / GIS Manager. Work involves office, outdoor, and field activities, sometimes in remote areas, requiring physical effort and adherence to safety protocols.
Duties and Responsibilities
* Coordinate technical GIS projects, plan and organize work, report progress, and implement improvements
* Design, create, and maintain the Tribe’s Enterprise GIS System, including data and software
* Assist in data backup, security, and disaster recovery planning
* Manage enterprise GIS databases using systems like Microsoft SQL Server, Esri geodatabases, and Access
* Assess and procure new data sources as needed
* Perform advanced GIS analysis and classification
* Create high-quality maps, reports, and GIS products
* Develop and customize GIS applications and workflows
* Implement quality control measures for projects and products
* Provide technical support and training to GIS staff and users
* Evaluate new GIS technologies and tools
* Manage the Tribe’s UAS Program, including drone operations, flight planning, data collection, and imagery management
* Assist in GIS product and service planning and budgeting
* Participate in staff recruitment and professional development
* Attend industry seminars, workshops, and conferences
* Manage grant applications and reporting
* Supervise GIS team members and interns
* Perform other related duties as assigned
Qualifications
* Support the Coeur d’Alene Tribe’s vision, mission, and values
* Comply with tribal health policies, including vaccination requirements
* Bachelor’s degree in GIS or related field plus at least four years’ GIS and database management experience; or a combined total of at least six years’ relevant experience and education
* Proficiency with Windows Server and desktop operating systems
* Knowledge of Microsoft SQL Server, Esri geodatabases, ArcGIS software, and programming languages (Python, SQL, .NET, HTML, JavaScript)
* Experience with GIS peripherals and mobile applications
* Knowledge of raster data, data storage, and GIS principles
* Experience with GPS data collection and metadata standards
* Familiarity with CAD and Adobe Photoshop software
* Experience with UAS operations, including drone flight planning, FAA regulations, and imagery processing
* Ability to obtain FAA Part 107 Remote Pilot license
* Strong research, presentation, problem-solving, and multitasking skills
