POST TITLE: NSD-S HUB SPECIAL ADVISOR

The NSD-S Hub supports NATO information sharing, situational awareness and coordination of activities in the South. The NSD-S Hub Directors Office coordinates monitoring, assessing and planning the Hub functions and related activities. The incumbent will provide diplomatic, politico-military information and advice on NATO political policy and direction issued by NATO IS to focus NSD-S Hub efforts on emerging and future political requirements, ensure NSD-S Hub efforts meet NATO expectations, maintain liaison with IS/IMS, monitor and translate NATO policies toward the South and advise on key leader engagement opportunities.
Principal Duties
The incumbent’s duties are:
* Provide advice on diplomatic developments in the South with special focus on MENA and the Sahel.
* Advise the NSD-S Hub Director on NATO strategic political issues related to the South.
* Draft, contribute to, and revise PP talking points and presentations.
* Advise and prepare engagement with Allies’ senior civilian and military representatives and heads of international and regional missions in the South.
* Ensure NSD-S Hub interaction and engagement with civilian and military authorities in the South are coherent with NATO IS.
* Identify and advise on emerging opportunities to further develop the NSD-S Hub engagement efforts with Southern actors such as regional and international organizations operating in the South.
* Advise on NATO policies and directives related to the South and how to leverage implications for the NSD-S Hub.
* Coordinate and support the efforts of the Head of the Knowledge Management and Engagement (KME) cell.
* Assist the NSD-S Hub Director and deputy director in interfacing with political, diplomatic, non-governmental and other civilian organizations.
* Assists the Director and Deputy Director during NSD-S Hub Board events, NATO and EU Committees presentations, visits to NATO HQ and Strategic Commands.
* Participate in all major policy and planning initiatives, providing the diplomatic/civilian perspective.
* Work in close association with the International Staff and selected international organizations.
* Maintain a personal network of contacts in political, diplomatic, non-governmental, academic and other civilian organizations and use them to inform and advise NSD-S Hub leadership.
* Liaise with POLADs in NATO Commands (including JFCNP) and in regional missions of IOs in the South, especially MENA and the Sahel.
Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The work is normally performed in a normal NATO office-working environment. Normal working conditions apply. The risk of injury is categorized as No Risk.
Essential Qualifications
a. Education
Masters Degree in Political Science, Peace and Security Studies, International Affairs or related disciplines.
b. Professional Experience
* Minimum 10 years of post-related experience.
* Experience advising higher-level authorities on strategic geo-political issues related to the South, providing the diplomatic/civilian perspective.
* Experience preparing engagement with senior civilian and military representatives and heads of international and regional missions, presenting complex ideas to audiences at all levels in a diplomatic, persuasive and convincing manner.
c. Language
English - SLP 4343 (Listening, Speaking, Reading and Writing).
Desirable Qualifications
a. Professional Experience
* Background specific experience as Political Advisor to National HQ or NATO missions.
* Good knowledge of NATO organization structure and functions of NATO International Staff, EU and UN.
* Knowledge of NATO decision-making processes.
* Understanding of NATO policies and programmes on partner nations and NNEs.
b. Education / Training
* NATO European Security Cooperation Course (MCP-CM-2853) provided by NATO School Oberammergau (NSO).
* NATO Senior Officer Policy Course (ETE-SP-2581) provided by NATO School Oberammergau (NSO).
* Peace Support Operations Course (MCP-LA-3833) provided by Crisis Management And Multinational Operations Department (CMMOD) Romania.

Professional Contacts: The incumbent will have professional contacts with NATO HQ IS/IMS SHAPE JFCs HQ, and with international and non-military organizations. The incumbent should be able to represent the HUB when requested and brief senior staff officers and high officials inside and outside NATO.
Contribution To Objectives: The incumbent has a key role in advising NSD-S Hub leadership and KME in developing NSD-S Hub capabilities within NATO and beyond, focusing on external engagement and outreach. The incumbent’s experience and links to civilian organizations (IOs, GOs, NGOs) will inform information gathering and impact NATO decision-making.
There are no reporting responsibilities.
Contract
The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract. NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs).
The basic entry-level monthly salary for a NATO Grade G-22 in Italy is Euro 9,510.04, augmented by allowances based on eligibility, subject to approximately 20% withholding for pension and medical insurance contributions.

Employment pre-requisites: Nationals of a NATO member country; between 21 and 60 years of age at appointment (definite durations may extend to age 65 if contract expiry is before 65).
Additional information: A NATO security clearance and approval of the medical file by the NATO Medical Advisor are essential conditions for appointment and must be eligible for clearance. Candidate will be affiliated to the NATO Defined Contribution Pension Scheme (DCPS).
